Mr Allen J, It's a really good sheet but I'm going to ask that she restrict her range to say 5 miles and can command thousands of insects not millions. Millions would be somewhat excessive in my mind. Other than that there's nothing I'd object that I can see.
Yeah it'd be more plausible if he was human-sized and cloaked or like if he was some kind of Terminator humanity look-alike.

The four named villains Boomer, Twister, Scorch, and Brick are the only supervillains at present.

Abysse, I can certainly see her doing that but she kinda has to explain how she managed to break the barricade the National Guard set up.

Archmage, By magical ward blocking all magical access it pretty much means no fully supernatural creature, MC, or any other outside spell could enter or penetrate until it was taken down.
Yeah that's basically the same thing in the hostage situation.

Look for the hostile sorcerer or magic device and shut them down.
There are alternate magical universes that intersect with humanity it's not the same thing. There are of course alternate timelines and worlds, but trust me when I say alternate-dimension/timey-wimey nonsense would be a pretty big development and something reserved for later. Like Aliens.

Villains hide. This is a giant robot where all he does is hunt superhumans. That's it. If they had somebody like that running around splattering civilian superhumans and causing massive collateral damage, the Government or the League would hate up and wreck the utter living shit out of it. This isn't the comics where villains can get away with having no subtlety.

I could buy some kind of Terminator made by a mad scientist, who infiltrates society and bides his time but there is no way a rampaging giant-ass robot like Gigakill would stay in operation for more than a few months.
It basically fizzles magic attacks down to half or less and supernatural strength is down by say a third.
Well outside is where all the characters whose power is basically plot device level are outside and inside is where the B-Listers are about to be overwhelmed so tactically speaking it should be self-evident :P And yes that's where the PCs are supposed to be.

Well you could certainly use him. He just wouldn't be considered a full-fledged character by me because he lacks the personality, flaws, convictions, traits, psychology, likes/dislikes, of a fully realized character. If he's just a follower than he's an NPC. But he lacks everything that makes a PC a PC.
