It's decently populated, but by no means overpopulated, with all kinds of creatures.

Those are just the major cities. The capitals of each district if you will. You'll find smaller towns all throughout the districts... but yeah, there's a lot of empty space. Almost entirely water. Only three significant land masses, of which most is wilderness.
