Curiosity piqued.
Like villains getting along is in any way fun.
The first one. I felt like being a jackass.
CS is all set. Background's kinda meh, but I figure I can flesh it out as the narrative progresses.

@SimpleWriter And just to be unoriginal, I'm gonna throw in some theme music.

If we're doin' conquest, we gotta do this right.

We'd need a legitimate political face and stance for the populace to eat up, but one that quietly puts the lion's share of the power in our hands. The ideal result would be that we take power without drawing the ire of the U.N. while putting public opinion between honest heroes and us.

Since a bloodless victory is unlikely and boring, I'd also recommend a cell-based black-ops division. They would be handling the assassinations, blackmail, and raids on targets of opportunity that our agenda will require while minimizing the possibility of leaks.

The most important thing is to leave our legitimate face an out to 'condemn' such 'villainy' and maintain his political clout until we can assume direct control, perhaps some imaginary terrorist organization. As this organization's rep builds, we would also gain a voice in the underworld without them knowing who they're truly dealing with, further extending our influence without exposing our core membership to scrutiny.
Making my interest known. As far as goals go, why aim for the arguably morally upright mission of "reforming" such a corrupt system?

Clearly, the only option is to ride that corruption right to the top, and then, and only then, could we begin to purge those we deem unsuitable for the world we're creating.

TL;DR - We straight-up conquer Japan and, then the world.
Don't be too put off by all the pluses and such. I can comfortably translate those figures into narrative strength, and, while I know we're not using mechanics, I used the Wealth by Level list in the DM's Guide to kit myself out. Seemed a reasonable benchmark to follow.

How much freedom do we have to invent lore? Making a background in a vague high-fantasy setting is easy, but compelling ones require places and people. For example, I'd been planning on a knightly order/cult.
So, while we're not using mechanics, there's no reason we can't scour errata for interesting builds, right?

A further thought: What sort of power scaling should we aim for? I mean, we all know the potential of an unrestrained wizard. Also, how exotic are allowed to get? Like, I'm just assuming that Pun-Pun level shenanigans won't be permitted, but would playing, like, outsiders be acceptable?
Always up for DnD. 3rd preferred if we're feeling out the room.
