It would be easier to get the European crowd to agree to it though, since Europe has been at war for quite a while and it's hurting everyone. In South America, no one was really affected by Mexico's decision to go and help the allies, so it was kinda silly to try to ban them from the conference.

Being in WiR hell is pretty lonely, for those wondering. It's a lot of waiting for the heavenly trumpets to sound and the dark skies to clear, revealing Outcast. Then you go back to waiting for Outcast to read your pleads of mercy and decide if he's going to cast you back into the pits of hell of give you another chance.
