I think Aegon's just misinterpreting what was meant by "international army". Russia proposed an international force to go and fight the Boxers. It's not a long-lasting alliance or anything like that. It's an international force to go squash the Boxers. After that, everyone goes their separate ways. We're not permanently allying or merging our forces or something.
If you're committing forces, which you are, then you're pretty much already contributing to the "international army".
That said, it looks like our Eight-Nation Alliance will either fall short of eight, or surpass it (since Portugal joined it in the RP). It's hard to say without everyone stating they'll take part in an IC message. But so far it's looking like it'll fall a bit short of eight.

Why is Mexico in the conference? They're like.. even more of a stretch than Greece and Romania having colonies.
