I feel like most of the sheets assume the setting is industrial and closer to the 20th Century. That's fine, but why am I hearing '18th Century'? Judging based on the sheets, it's clearly not 18th Century technology. The Steampunk setting allows for airships, but it doesn't automatically allow for metal ships and bolt-action rifles. Or gas masks, for that matter.

This looks interesting, but it needs a little more clarification. It feels like everyone has a different image of what the world and the timeline/setting is like.

Not 'copying', just suggesting. It keeps things neat and easy to reference, so why not?
In the next WiR, all players should keep an OOC post that links to all their treaties. It would be pretty convenient for everyone if such a post were linked to in the OP. Maybe then, since we'll be constantly reminded of all the treaties we've made whenever we go to update the post, treaty-breaking will be less common.
Can we expect the plebiscites in the next big update? I'm curious as to how that will turn out.

Also, this is very minor and, really, insignificant, but I noticed the Austria stat list still has its player listed as 'Ampharos' (in the weekly updates, I mean) :P

What is your point? That you don't have that many ships anymore (because you sold most)? Well.. you agreed to the deal. You should have known how many ships you were going to be left with. But, to be honest, you still have more than enough ships. Brazil isn't in any direct threat from anyone. Not to mention they're not even a naval power. You'll be fine with that many ships. No one that can pose a real threat to Brazil will attack you. And if someone like that does attack you, the US will have your back thanks to the Monroe Doctrine.
I have no objection to implementing it now.
What's stopping Mexico from doing that? Outcast. He's called people out on similar things before. And the rules themselves state that you shouldn't start wars at the drop of a hat. I guarantee you Outcast would step in if someone tried to do what you described.
