One thing I just remembered that I'd like to add to the points made by So Boerd:

Converting ships in the last 1861 posed some problems. People were able to convert their wooden ships into Ironclads and build up some crazy fleets. So maybe this time around we should make it so that you can't convert wooden ships into Ironclads. You have to make them from scratch. I don't know if we should allow wooden ships to be converted into screw-frigates though, but at least Ironclads should have to be built from scratch.
Do something different, then. There is plenty you can do. Take a more aggressive stance, maybe. Build-up your fleet and try to dominate South America.
I don't think I've ever seen a full chatzy room, anyway.

I thought you were just being cautious and giving new players more out-of-the-way countries, which would have been understandable too. But I would have vouched for Snow being a good-enough player to have Denmark, or at least Ethiopia.

EDIT: Snow is not a WiR player, but I've roleplayed with him elsewhere and he's not bad.
Some very interesting decisions there, not gonna lie. I figured Byrd would be the best choice for the US given how knowledgeable he is with it, especially in this period.

May I also ask why some people got their third choice even though they had no one contesting them for their first (and second)? Just curious.
