True, but its never mentioned how Misriah Armory survived. The leading theory is that it is on the opposite side of the planet from Mare Erythraeum, where the heaviest of fighting happened. I'm not even sure what their functioning has to do with anything. They are a small arms manufacturer. Not like we can borrow a tank or even a rocket launcher from them.

Most standard-issue UNSC weapons such as the M6 Series, BR55HB SR Battle Rifle, and Sniper Rifle System 99D-S2 Anti-Matériel are produced by Misriah armory. While the DTM Series of shotguns were normally produced by the Weapon System Technologies, Misriah apparently produced a variant as well, possibly by license. I imagine it's fortified like a bunker. It'd be cool if the team passed through there. Everything surrounding it on the outside is destroyed, but the armory still stands. Whatever forces are remaining in the area could even be using it as a headquarters of sorts.

It could be Mars' Crow's Nest.
I am pretty sure birds still flew over New Alexandria on Reach, even after the bulk of the Covenant fleet had arrived. Why would Mars be any different? Mars is probably the second-most important planet at this point, since it's one of the last remaining powerhouses available.
Air support could be limited. If the Covenant control the skies, it's understandable to not have much air support, but it is not unheard of to make exceptions and prioritization for units based on the importance of their mission. If there is any degree of air power available, - and I assume there is considering you are being dropped in pods - it'd be special units like yours who would be getting air support.

Mars is very important to the war effort. There has to be some kind of support available.
@Foster: Ah, I was looking for a list like that but didn't find one.

A heads up: I plan for my character's unit to be scattered and partially destroyed. So the 3rd should be considered one of those units that was nearly annihilated during the initial assault.

2538: ONI intelligence suggested father maintained link to Eridanus Rebels, believing father may have a role in recently uncovered plans against UNSC facilities. Threat of impending attack leaves no time for further investigation. Target is eliminated. ONI admits judgement error. Father was innocent.
2538: Adopted by uncle.
2546: ONI intelligence uncovers uncle recently established link with Eridanus Rebels.
2546: ONI operatives make contact with Makinen, encourage him to become involved in uncle rebel activity and force him to provide intelligence on group under threat of dire consequences should he not comply.
2547: ONI carries out an attack on a rebel outpost using intelligence provided by Makinen. Uncle killed in blast.
2547: I adopt Makinen. Has suffered enough. Under my protection now.
2548: Enlisted in UNSC Marine Corps.
2549: Training finalized, transferred to Force Reconnaissance with the 3rd Marine Expeditionary Force.

(Note: I made up the 3rd Marine Expeditionary Force. If there is an established canon unit that is suitable for him, let me know. And for the record, he is not ONI and has never technically been an ONI operative. He was basically used by ONI for about a year to gather intel on the Eridanus Rebels because they know he is familiar with them and may have met some of the rebels in his teenage years. The intel he gathered may have helped in the operation that toppled the rebel leader that same year (or a year later, I forget), when a group of Spartans attacked their stronghold under the supervision of ONI.)
I intended to do my own thing, only contacting the main group to provide information. I honestly don't think I would have ever joined the main group for any extended period, much less try to take control of it through rank. The ONI bits are pretty important to the backstory I had in mind, but if it's not allowed, then that's fine. I honestly just want an outlet with which to tell a story of some guy hopelessly trying to stop the inevitable with little to no resources. The ONI thing would be little more than a plot device.

EDIT: I'll see if I can make it work without him being an ONI operative.
I was thinking a lowly Corporal and honestly have no desire at all to impose any sort of authority on anyone.
I would prefer starting on the ground and would like to, if possible, be an ONI operative (but still an ODST). I realize the OP says no ONI operative was available, but my character doesn't have to be part of the main group. I would prefer if he was on Mars before the main group dropped and has lost contact with whichever group he had been assigned to.
