Those are fair arguments.

I still feel the Brotherhood in the west should be all but dead, but that's just me. From what we know, the western Brotherhood was almost completely wiped out by the NCR. Those that survived went into hiding, like we see in Fallout: New Vegas with the Mojave Chapter. With most of their members wiped out during the wars against the NCR and Enclave, these surviving chapters are probably going to be hard to come by, and their numbers few. The Mojave Chapter hardly had enough people to go out scavenging, let alone wage war against anyone. Surviving chapters would have to live in hiding, and I don't think that can be achieved with numbers high enough to wage war.

We know there are chapters of the Brotherhood of Steel that thrive, like the Eastern Brotherhood and the Midwest chapter, but those are cut-off from the west, and in some cases completely opposed to its original ideologies. Not to mention it's not likely they would show up in Washington.

It's up to you though. I am not demanding anything. And if you say you're keeping the Brotherhood in, that's fine with me. I just personally don't think they could still be around in great numbers considering the NCR almost wiped them out, and continues to hunt them down wherever they poke their head out.

EDIT: Another thing. If these Brotherhood guys are keen to the original ideologies of the Brotherhood of Maxson, then they are opposed to recruiting wastelanders. This means members must be born into the chapter. This makes it even less likely they'd survive, since they would have no means of recuperating after heavy losses.
I know this isn't supposed to be 100% accurate lore-wise, but wouldn't the NCR make a better adversary than the Brotherhood of Steel? If I remember correctly, the NCR has states near Washington State (Like Arroyo, in Oregon). Under President Kimball and his predecessors, the NCR took on a more aggressive role as its resources began to dwindle, resulting in the occupation of the Mojave Wasteland. Considering this, it would make sense for the NCR to be pushing up into Washington State, and would make a good southern threat to the Yakima Republic. It could make for some cool dynamics when the reemergence of the Enclave comes into play too, since the NCR would probably hate them more than they'd hate the Yakima Republic.

I am mostly suggesting this as a replacement for the Brotherhood of Steel, since the Brotherhood is supposed to be (pretty much) wiped out at this point. Maybe the Brotherhood could exist, but as a group of ragtag survivors trying to lay low, and not a major faction. Maybe it could be made a mission to help the Brotherhood grow again, while the NCR tries to destroy them?

I also feel like maybe it would make a little more sense for the Enclave to be coming from the north. We know the Enclave on the oil-rig were destroyed, so I'm not entirely sure where they could have been hiding along the coast. Canada was annexed in the final years of the war, so it's possible that vaults were hastily built up there, and that the Enclave could have survived in them.

Just a suggestion, though.

You'll have to make a sheet/app. I think the US already has some lore to it, so just write up a summary of that, with some new stuff added to it. Because it has lore, a lot of it is already decided and can't be changed, but you are free to add your own details to it. You are also free to make up whatever has happened in recent times. It's all good as long as it doesn't contradict what has been established.
I wonder what was in that post before it was, presumably, edited to just 'A'.

Anyway, still unsure on how to jump back into this.
