It sounds interesting, but it isn't like a persona inside the mask, that would have a human body when the mask is used. Each masks has certain attributes and things that will be pushed onto the wearer when it is being worn, seamlessly sliding into the personality of whoever is wearing the mask. Like they might have a craving for tuna sandwiches when the have the mask on. It's still them at their core, just a few things change here and there. Does this make sense?
It's a mask, it can be like a cowl mask, or a tribal mask, a superhero mask, a ski mask, whatever. It's all up to you guys.

The shape-shifting thing is up to you, but the mask stays on your face, and does not disappear or fuse to your face when you wear it.
Sorry for the delay. It's been a bit more difficult making characters that I originally thought. I should have them up soon, though.
That will be covered later on, actually. without giving too much away, if a mask is broken, than it's broken. The person who owned it can never use the mask again. BUT, if the mask is only damaged and not broken, then it will fix itself.
Some time ago, months, maybe even years, you came upon a mask. It might not have looked all that special, or maybe it did, but you took the mask home with you. As with many things, you decided to mess around with it. You put it on, and you become another person. You're physical attributes might have changed, you could be smarter, have powers that were explainable, even with modern science. You decide to use the mask, creating an alias for yourself, using the powers to stop crime, or maybe help and cause it. Now, the last few times you took off the mask, you've felt almost a drag of some sort. The reversion to your old self isn't happened instantly like it used to. Your powers are still usable for a few minutes after you take the mask off, and you even have a few lingering thoughts in the mindset of your alter-ego. You put the mask on again, and you suddenly have the need to go somewhere. A feeling in the back of your head that is pulling you to a specific area, bu you don't know where. After fighting the feeling, you eventually follow it. it could have been a block away, or even another continent. You arrive at a building in the middle of nowhere, grass and dirt for miles in every direction. You go into the building, see what's going on. You find others with masks.

Yuuto shivered upon feeling Kyoko's hot breath on his ear. For the most part, he didn't mind her. It was only when she did things like that to him that he opposed what she did. He didn't really have any problems with her loving yaoi, but it was only when it involved him that he became defensive about being a straight young man. He smiled slightly as she left him to pick up the Little Mermaid Loli. He thought is was kid of cute until Kyoko began talking about them both being boys, then he tuned them out until Yumi was able to open the door. Yuuti still wondered how Julie was able to be so aware of her surroundings, as well as be completely involved in her stories at the same time. It seemed to be a delicate balance that she had mastered, and Yuuto simply wished that he could be as aware as her when drawing or thinking. As usual, the young man sat in somewhere around the middle. He never really had a set seat, as he switched from meeting to meeting, but they all stayed around the center of the classroom.
