That comes down to the Arena(henceforth known as battleground), that you are fighting in.

I've heard of him, as One Piece is in my top favorite animes(preceded by Hajime no Ippo, and followed by Hunter x Hunter)
The Arena works pretty simply. The rules vary, well can, but mostly everyone sticks to the same ruleset, give or take some changes. It is turn based, and works on a mostly logic system. Can you do whatever you are attempting based off your previous actions plus your characters ruleset? That's gonna be the basic process no matter what.
Mainly, anything you wanna know, just ask simply. I suggest reading some of the current and previous fights to get a good grip. There are some magically inclined fights and some melee based fights as well.

Essentially, he manipulates sharp strings and the like. Has one of the Naruto swords because it fits his character. But mainly his skills are in string creation/manipulation, sword play, elusivity(as in agility/dodging), not very strong(lithe body), nor is he very durable(relies on avoiding attacks rather than taking them).
