20th Ward Morning, Market District

"Thank you so very much for your business sir, please come again soon!" The eager voice of a young girl, who couldn't of been over the age of ten, called from behind a small fruit stand nestled among the few dozen or so other similar stands. Both the excited thank you from the girl and the warm smile and small wave farewell from the young woman, obviously the child's mother, standing beside her were directed to a white haired fellow who had just finished purchasing a few bags of jars of assorted fruits from their stand and was now currently making his way through the buzzing crowd that filled the market district. The fair skinned lad was no other than Decim of course, he made frequent trips to the 20th Ward's market in order to pick up fresh produce and other such items for mixing ingredients to use at Haven. He found that his costumers preferred the fresher fruits of the 20th ward as opposed to their canned counterparts, though it all tasted like rotting fish guts to Decim regardless.

As Decim made his way through the crowds with his bags of purchases in either hand he reflected on what his day would be. He would have to travel to the 17th Ward back to Haven, unpack and arrange what he had bought, fix the table that a couple of rowdy collage students managed to break the previous night, clean up the restrooms, and help unload the delivery truck that would be bringing in tonight's shipment of drinks. Decim went through his mental todo list a few times, making sure that he didn't leave anything off of it. This may of seemed like tedious and dull tasks, and in all honesty they were, but Decim was contempt with his duties. They were simple just as he liked them.

Decim is a tall individual, standing at 6'4, with a slender body build. He has fair, pale white skin and bright amber colored eyes. His hair is snow white and hangs messily down from his head. His usual attire is his bartender uniform which consists of a white long-sleeved button shirt overlaid with a black vest and a red bow tie along with black pants with a black apron atop and a pair of black leather shoes. Even when his isn't in uniform Decim wears some sort of long sleeve button up shirt with a pair of dress pants and shoes.

Decim has four large appendages sprout from his back when using his Kagune. Two of them go over his shoulders and resemble massive three clawed hands, they are primarily used for offensive attacks such as grabbing, throwing, and smashing. The other two sprout from his lower back and look like two giant tendrils with large, blunt paddles that are used for blocking incoming attacks, smacking away projectiles, and even launching Decim into the air.

Decim's mask is a featureless white one save for its eye holes and the pattern on the left eye.

Was born in the 13th but now resides in the 17th, lives in the apartment located over his bar.

Personality
As apposed to what many people expect from Ghouls from the 13th ward Decim is a calm and collected individual, seemingly never showing any real emotion. He often speaks in a monotone manner that tends to give people the feeling that he doesn't care for, well anything really. Despite all this Decim has been describe as the perfect person to go to when you are troubled, being the silent type makes him a great listener and the few words he does speak seem to be sound and wise advice on the matter at hand. He doesn't seem to care for the Ghoul or Human supremacy fights that are going on around the city, he concerns himself more with upkeep of his bar.

History
Like most of the other Ghouls who are born in the 13th Ward Decim was exposed to an amount of murder, cannibalism, and other horrors that even the average Ghoul would find unsettling. He spent years fighting, killing, and eating anyone and everyone he needed to in order to survive, he built up quite the notorious reputation with the CCG in the process. He had slaughtered a countless amount of people until one day he just... stopped. No one knows why, but one day Decim dropped off the radar and reemerged as the owner of a bar in the 17th ward. Ever since he has lived a quite life, relatively away from most of the drama of the Ghoul world.

Sexuality
No one knows, he hasn't made romantic advances towards anyone as far as everyone knows

He is known to employ the occasional Ghoul or two who are down on their luck in his bar.
His bar is called Haven.
