To be fair, I'm not familiar with the first few Persona games. Still, it's Cynder's call.
Persona dungeons tend to manifestations of the subconscious or general culture. In Persona 3, they only show up in the "Dark Hour" at midnight. In Persona 4, you have to enter the TV. Here, I'm thinking they appear at midnight.

As for dungeons, well, it depends on general American pop culture. We see steam baths among other things in the Persona series, so it's probably malls, sports stadiums, TV sets... who knows, we might even get an evil(ler) Walter White as a boss
A few other suggestions, though they're still up to group consensus and GM veto:

An alternative medicine or New Age mysticism shop. Yes, Colorado is by and large a 'red' state with an emphasis on Christian upbringing and American tradition, but you can't deny it would fit the general tone of the story.
An abandoned Church or equivalent temple for more religious matters.
Considering you drive around in armed cars and can ram people off the track, I'd say that's enough.

Plus, wouldn't anyone put two and two together and realize they never even saw Scotty before? At least Vanellope was explained as a glitch in the game.

Okay, so they would at least know that Scotty signed up fair and square (assuming he signed up the way the rest did), but that does mean he'll have to fight on his own in the race. Much more satisfying to beat the others because You're Just That Good.
Are you sure we have to cheat? I don't think Vanellope would like winning when she didn't earn it. :p
Okay, then let me suggest a couple places :D

Lewis Grange Public High School (named after one of the town founders) - has its own football team (*insert suitable team name/mascot here*) and stadium built by town donations.

Anyways, we might want to check how many high schools there are in Bedford, since there seems to be at least three high schoolers. Are they all in the same school? Is the town big enough for each one to be in a separate school?

The Persona games generally worked better by having the protagonist and his crew all from one school, more or less, so as to make it easier to work together. Not sure if the same dynamic would work here.

Persona: Apollo
Apollo, named after the Greek God of the Sun, is naturally heavily inclined to Fire and Light abilities. As such, he's strong against Fire, Electric, Light, and Nuclear, but is weak to Water, Ice, and Dark.

Apollo starts out with the following abilities:
  1. Agi - Low Fire damage to one enemy.

  2. Patra - Cures one ally of Sleep and Illusion.

  3. Flame Cut - Deals low Flame+Physical (cut) damage to one enemy.

  4. Maragi - Deals low Fire damage to a group of enemies.

Mask: Basically a white and gold sentai show mask, taken from his favorite show. It functions as a full-head helmet to better conceal his identity.

Attire: Generally casual, but with a preference for reds, golds, and whites. His daily clothes are more on the blue-jeans and black T-Shirts side.

Occupation: High School Student at (Enter High School Name), though he has a part time job as a clerk at the local supermarket.

Personality: Gabriel is a boy in the wrong century. Many who know him would say it would have suited him better to have been a knight in the Middle Ages. He is brave, charismatic, polite, and very friendly, willing to help others out. He was a bit of a bully fighter in his childhood, and has gotten into a lot of fights trying to help others (admittedly, he lost quite a few of those fights, but bullies have learned it's just easier to avoid fighting him).

He's also a very helpful young man with a strong sense of responsibility. Since his father died when he was a boy, he has since tried to become the man of the house, working a part-time job to help his mother support their family.

  • Gabriel worked several times at the Renaissance Faire at a neighboring town, something that has helped him learn basic swordplay from the performers there.

  • Has a preference for hot or spicy foods.

  • Is something of an avid fantasy fan.

  • Due to having to cook for himself and his sister when his mother is at work, Gabriel is a fairly accomplished cook.

  • His father died in the 2003 Gulf War, so it's pretty much down to him, his mother Ursula, and his 11 year-old sister, Isabelle.
