What are the rules on forbidden techniques when our characters become higher ranks?

Because I came up with two MS level gravity techniques and was wondering what the rules were on very high level jutsus.

Would taijutsu techniques be considered 'Custom Jutsu'? And, if so, would they be ranked?

Just looking for some opinions. Satoru can do some pretty nifty [brutal] stuff with his bandages.

I personally always considered Taijutsu pure martial arts and thus, they aren't set "active" jutsus.

I always found Lee's Leaf Hurricane interesting in the way that it's a "jutsu". He's just kicking someone.

In my opinion, Taijutsu should be a fluid flow of martial attacks that don't require any "jutsu" list.

I was thinking of adding a defensive skill, like a substitution jutsu kind of thing. Something that would "teleport" him a short distance from an attack. Though, I don't believe that's a Genin skill, judging from the Naruto series.

I think I'll think of something else.

I wonder if I should add one more ability or so to my character since everyone else seem to have a few more to pick and choose from, but I assume his lack of skills make up for the fact that they are "natural" to him, aka no signs or requirements to manage them.
