Yep. If you can make an interesting character, and use them in a way that isn't douche-baggery or disrupts the plot, sure thing.

Kishin, what do you think of this so far?

Name: Tor-6 Throne universe of the Dominion.

Limiter: No multi-solar system level characters. ((Characters able to wipe out that large an area with their strongest abilities, or within a 5 minute span of time.))
Tech Level: Star-wars levels of tech. Cloning, Faster than light travel, energy weapons, and regenerative medi-pods.

Cosmology: Tor-6 has 4 galaxies, rotating around a large, white structure, beleived to be a pocket dimension somehow existing within the universe, it being the central point for gravity. Those four galaxy contains millions of stars, and many more planets, but most of them are without life, and as such, are of non-importance.

Special Rules: Non-native inhabitances of the universe visiting gain a power boost. For example, Darkwing duck would find his physical powers boosted, and himself with a slight resistance to magical abilities.

Factions:
The Dominion: A large multi-galaxy empire, the Dominion is a army lead by the mysterious figure known as the One. The One is said to be able to disrupt, and destroy the empire at large if he wished, so rule is maintained with fear, and an iron grip. Martial law is in constant effect. Military officers are exempt from most laws, giving them free rain to inflict horrific acts upon others....They are the most numerous, and dangerous, faction in Tor-6.

Criminal Underworld: Ruled by Rick "Ricky" Anderson, the criminal underworld is thousands upon thousands of pirates, criminals, cut throats and the ilk. If you need something illegal from Tor-6, the underworld has it..for a price.

The clone rebellion: Due to the massive amount of labor needed though out the dominion, clones have been put to the tasks, more flexible than droids, and cheaper. As such, many enslaved clones have escaped, and are now forming a resistance against the Dominion. Guerrilla fighters, the clones use hit and run tactics to attack the numerically superior, and the better funded Dominion. They're said to be aided by the underground, but this is just rumor...

Interesting Places:
Tor-6: The planet that is named after the dimension, Tor-6 is the sixth planet from the sun in the Tor system, and Capital of the Dominion. Here, any character can find work as a bounty hunter, soldier, and many other things. Great place to start off, if you need a way in to a story as a potential villain.
Eldar Fleet: The home-fleet of the Clone rebellion, this grouping of ships makes their home, as they must stay mobile to survive. Here, you can find jobs as soldiers, demolitionists, spy, and many other things. A good way to get started in hcl, if you wanna be a good guy.

Umm..mind elaborating on some of her abilities? Also, while I forgot it, we do need a look. A short disc of how they look can be fine. Even as a shapeshifter, or something able to change at will, just state that they can, and describe them when they appear. Also, we should move this to the character area of the thread.

Sure thing fella! Would you like a little bit of backround on what is Hell's coffee lounge? Basically, imagine a roulette wheel that never ends, each number, a universe. That is the multiverse, the setting of hcl. Each universe has different laws of physics, different worlds with thousands of different cultures. You can play any character, ranging from a short, blabbering cat man to a sentient star. There is really only a few, unwritten rules, that are common in most rps. Don't be obtuse, have fun, play nice with others.

I did think of that, however I am hoping people will have enough restraint to not meta-game, although, if it would make one feel better, I could imply a rule where I, as main/co-gm got to see the weaknesses by myself, and I'd only share them with other gms in order to establish if the character is balanced. I do think I, and Matt, have enough restraint not to meta.
