Fourth Dimensional Power: sight and sound
Bio: From a foreign family, but raised in Japan. Garsin used to be part of Team Alpha. Ever since he had his operation, he had found that he could see things other people couldn't, but it was written off as impossible because, originally, he was told he had amplified taste. However, it wasn't until his home was attacked and family killed by forth dimensional creatures, that his power was re-evaluated to confirm he had the power of sight, not taste, and surprisingly enough he was starting to develop sound as well.The mistake was from a mix-up in documents. Due to this, Garsin was annexed from civilian society and placed under lockdown for his and others' safety until he was needed by Team Alpha. Though he is in an underground cell, it is made quite cozy like a small cabin on the inside with fake windows that are screens that display the outdoors. His was involved in the first military engagements against the strange creatures as a field medic. Loss after loss, however, had him retire early. That was when Team Alpha picked him up. However, after being part of the group for a little while one of the few freinds he had was horridly injured on the field. When asked to leave him, Garsin disobeyed orders and tended to the man's injuries and extracted him as well. He was promptly fired upon his return, but Garsin quickly shot back, saying that it was fine by him because if their weapons weren't such crap that they wouldn't have been in that situation in the first place! After so much death and failure, he decided he would stay in his "cabin" until he finally died. But as fate would have it, that would soon change as well...

WHEN DEPLOYED: He is equipped with a heavy two handed energy sword (think phantasy star) and a sidewinder-like heavy gun (like the weapon on titanfall, but uses bullets), both magnetically held onto his back. He also carries extra energy cells for his blade. He also has a medical satchel that hangs at the back of his belt. His sword can last a bit on one cell, but has a special ability to turn into an energy hammer. once it is in hammer mode, he can deal a devastating attack but it eats up the whole cell on contact. He carries a total of 5 energy cells. one already loaded, and four extra.

Okay, I like this a lot better! I was going to point an issue out before... but later on, it fixes that.

I will say that mentioning he was part of Team Alpha before mentioning he used to be in the military is a little confusing. I have bolded and underlined those parts in the quote for you to spot them easier.

So, let me get this straight. Garsin was part of the military cell trying to take out the monsters (That all failed), back when they thought he had the power of taste. Then, his home was destroyed, at which point they found out he had Sight, and not taste. Some time later, maybe around the same time, he also had Sound. At which point the secret facility discovered him (They are only interested in people with multiple powers, and ALL people with more than one end up with all of them at some point), and then assigned him to team Alpha.

If all of that is correct, then you are ready to be accepted! We'll, after you read the rules too.

As for the group idea, that would work. I can see the Alpha guys getting really angry at him for having disobeyed orders. Perhaps your character and the person he saved are friends?

Oh, taste. I thought you did say smell, not taste. Doesn't matter really. But okay, those changes will work. Just make sure it's clear. ;)

Try and convince the kid who just called you all crazy, by spitting out a bunch of random crazy stuff." he said, holding his position. I can wrap up a quick catcheruper for ya, especially since we're redacting a LOT of what happened.

As fer your app, I have a few questions... but not right this second.

Okay, your app.
You've mentioned Sight, Sound, and Smell as your abilities. He was 'told' about smell, but did he ever actually have it? Sight and Sound... when did he acquire those two? Did he get both at the same exact time, or one right after the other, or one years and years afterwards? It's likely your character had at least one ability when they were born, if his parents had some. Though in rare cases he may have missed that gene.
As for a secret-group of military fighting the 4D creatures, that never happened. When the creatures first came, only regular military fought, and failed horribly at every turn. Then, the company who invented the technology started gathering up special powered people to help get rid of these monsters... for the sake of the company. They have been deployed little often, and only in the recent few years.
You can, if you wish, start out in that facility as another roleplayer joining (Who is now ACCEPTED! YAY!) is starting out there as a scientist. You could be part of one of the already existing groups... perhaps taken off duty temporarily for conflicting with your past group. You could even have been part of Team Alpha, which is the 'bully' group at the site (Which I haven't told anyone about yet, so ding! Spoilers!), and either still be in their group, or having conflicted.
As for the weapons. NO NO NO NO NO. No coming up with awesome ideas that do not conflict with the technology ideas I had at all in any way. BAD BOY. You're not allowed to do that! I like them. ;). You might say you left your group because your weapons malfunctioned (AKA, why they're so weak... yes, those weapons are actually pretty under-op lol), and have to get an upgrade from the head-scientist before you can be redeployed.
More specifically about your character... can you explain his nationality a little more? The RP is centered in Japan, but it's clear he's foreign. So we'd like a little hint as to where he's from... unless you want to keep that hidden until IC, which is fine. ;)

Edit 1:

Oh wait, I just noticed the ROCKET LAUNCHER. That might be a bit OP. Most operations take place within the city of Tyoko itself, where they want to keep damage down to a minimum (Especially since no one knows they exist.) So... perhaps not that gun.

Okay people. I've just gotten word with Ragna, and things are very very bad for him. He won't be able to post anymore, unless by luck and as cameos. He may be back in full swing in a few years, but only Toe Cheese knows.... We'l continue without him, and just use his character in the background.

Also, Gambit, yes, I did just say you're fully accepted in that post. Welcome aboard!
