The Western world's population would be declining if not for immigration. The problem isn't that people are having too many children, the problem is that the wrong people are having too many children.

It's looking like Russia and Sweden were already nabbed, and the British Dominions aren't an option this time around. Disappointed about Russia (it's looking like their claimant will be more focused on the rise of Lenin than Stoylpin), but not so much about Sweden. They were sort of a throw-away pick. If none of my top three are an option, I'll play the Netherlands as my fourth pick.
