Sorry, User, but this Casual RolePlay. We're going to need a bit more information than that. By the way, I'm kind of "iffy" on the Hissatsu. Wouldn't it be hard to sustain for several days on end? He can shapeshift by copying other's DNA, including their powers? Seems a bit unfair, in my opinion, but it take a lot of energy to preform, wouldn't it?

by the looks of things he would be able to transform for 2 hour time is shortend if he used hissatsu due to exhaustive effects

in normal perspective the wind Would move 100m in less then 5 secounds
as that would enable Disportional damage as you say

also Kaji is a absolute newbie at fighting So Leon would probably win.

so he would outrun it because he would be ahead of the gust of wind because at 2 secounds the wind reachs 20
So its fast moving wind shure but it can be outdone by running.
