Yes, the OOC is up in the link above.

And yes one could definitely work.
What happens if two players actions do not coincide? I assume the moderator (you) have some say. Like say the Cuban player wants Castro to take power and as the US I send troops to Cuba to make sure that doesn't happen and two players decisions do not agree. What is the resolution? Just curious.
I'd like to reserve the USA. I'll have my application up today.

Basic Information (official name, language(s), capital city, demonym(s)): The United States of America, estimated population at 151,000,000. The United States has no official language, but Americans in overwhelming numbers speak English as their first language. The capital, Washington D.C. as well as notable cities like New York City, Philadelphia and Miami are all located on the Eastern coast. The standard way to refer to a citizen of the United States is as an "American". "United States", "American" and "U.S." are used to refer to the country adjectivally ("American values", "U.S. forces"). "American" is rarely used in English to refer to subjects not connected with the United States.

History:

Politics and Government: The United States is a democratic republic, where citizens vote to elect representatives who will conduct matters of political office. A system of checks and balances exist in the forms of the Legislative Branch, Judicial Branch and Executive Branch in the respective forms of the US Senate, the Supreme Court and the Presidency. The current President is Harry S. Truman, a Democrat who was given office after the death of President Franklin D. Roosevelt. On domestic issues, bills endorsed by Truman often faced opposition from a conservative Congress dominated by the South, but his administration successfully guided the American economy through post-war economic challenges. He said civil rights was a moral priority, and submitted the first comprehensive legislation in 1948, and issued Executive Orders to start racial integration of the military and federal agencies that year.

Geography:
Economy:
Culture:

Infrastructure , science and development: The United States considers itself the First World, where the standard of living is much higher than other countries (not necessarily true, but considered as such) where super highways and railroads travel the coasts and only heavy rural areas are without the most common of amenities. The United States is one of two nations to possess nuclear technology, as well as one of the sole contributors to weaponization of the aforementioned technology. Following Operation Paperclip, the United States largely cemented itself as one of the most prominent scientific nations in the world.

Analysis (optional for some, required for major nations, denoted by * on list): As one of two preeminent powers in the world, the United States seeks to enforce it's agenda by ensuring the stability of Western Europe and it's NATO (North Atlantic Treaty Organization) allies, as well as stemming the growth of communism in the Third World. Many instances entail covert operations, proxy operations and bushfire wars. However, times have occurred when American boots have hit the ground to attempt to restore democratic and pro-American governments to power.

Stardust

Galactic Standard Year 3321.

Welcome to Stardust, a hands-on science fiction civilization based RP where you will lead your civilization to its inevitable greatness or doom. A simple Decision Based System has been created to maximize uniqueness in the various civilizations with a single resource system, while still creating a system of rules that inherently prevent power gaming. Stardust is a vast universe, represented by the map below. It is the Interstellar Age, and this RP will take place ten years after the founding of the Galactic Conclave, a loose political union that allows unique representative nations to take their woes.

Civilization Creation
The resource in this game is Influence, which is the amount of power your ruling party exerts. You start with 50 Influence and can build your internal empire using them here. Each Turn I add up your Influence, then you may spend it as you please.
- Colony: 5 Influence (+.5 INF) (If lost -1 Influence)
- System: 12 Influence (+1 INF) (If lost -7 Influence)
- Fleet: 3 Influence
- Army: 2 Influence
- Agent: 4 Influence (Conducts espionage. Minimum 1, Maximum 10. Quality))
- Commander: X Influence (Minimum 1, Maximum 10. Quality)
- Alliance: 12 Influence (Will start your own alliance, or join an existing one).
Notable
- Galactic Conclave: A political organization that was formed after the Treaty of the Stars ten years ago. It exists as a currently unitary representative system where every Member Civilization can send one representative to discuss political matters of importance. Membership is voluntary.
o Member Nations: Free Worlds Confederacy, Kylathian League, Llorian Republic, Children of the Void, Drakkonian League.
-- ISSUES OF THE CONCLAVE --
o Voting: With 5 Members, passing a vote currently requires [3] of the [5] Members Votes.
o Conclave World: Which world will host the Galactic Conclave.? This issue has not been voted on. Summit is held on Core World Kyvas. (Civilization of Host World has +2 Influence/Turn for 5 Turns).
o Conclave Fleet: Being a member currently requires no admission of a nation’s fleets toward a Conclave Fleet. This issue has not been voted on.
o Conclave Army: Being a member currently requires no admission of a nation’s soldiers toward a Conclave Army. This issue has not been voted on.
o Representation: Joining the Galactic Conclave allows each civilization to send a single representative to the Conclave. (Maximum of 2 Influence on Voting).

Member Civilizations (Colonies / Systems / Fleets / Armies )
- Free Worlds Confederacy: (3 C/2 S/2 F/5 A): The Free Worlds Confederacy is made up of five solar systems that were in relative close proximity to each other. While experiencing two Intersolar Wars, they settled their differences and unified politically, becoming the second strongest member state of the Galactic Conclave:
- Kylathian League (0 C/3 S/5 F/4 A): The feline Kylathi are a traditionally honor based society. They are made up of hundreds of city-states and nations that act unilaterally, much like the Free Worlds Confederacy but with less autonomy. Their fear of deep space travel has slowed their expansion efforts considerably.
- Llorian Republic (5 C/1 S/2 F/2 A): The weakest of the three member states, Llorians are semi-aquatic cephalopods that have mastered terraforming technology. They have since colonized nearly a half dozen worlds, sprawling their political grasp across the stars with ease. Their small military however leaves much of their frontier largely undefended.
- Children of the Void (2 C/0 S/6 F/3 A/2 AG/1 CO)
- Drakkonian League (0 C/5 S/5 F/2 A/1 AG/1 CO): Humanoids that have shown a capacity for war, the Drakkonian League stands in political contrast to the Kylathian League as the premier military power, and there are whisperings of a potential rivalry. This hierarchical society contrasts itself further compared to the largely capitalistic felines of Kylath Prime, who favor ambitious individuals as opposed to a rigid class system. The Drakkonian League has no colonies but their home systems are well developed and well protected.

Non-Member Civilizations
- Imperium of Savas (5 C/4 S/5 F/9 A): Green skinned humanoids that possess an inner and an outer set of eyes, the Savai are a highly imperialistic and racist species. The Imperium is larger than any of the nations of the Galactic Conclave and has announced it's desire to see those of the Conclave bow to the Imperium. The Imperium is known for it's huge xenoslave trade as well as routinely oppressing it's own citizens. It is a paradox however, for even the lowliest and most oppressed Savai considers himself too righteous to live amongst other species.
- Socialist State of Free Planets (0 C/3 S/4 F/5 A/2 AG): A political dissident of the Free Worlds Confederacy, the SSFP is a well established autocratic regime that embodies the very ideals the Free Worlds Confederacy strove to eradicate. Their ambitious and murky geopolitical situation have been some cause of concern, as well as their rejection to formally join the Galactic Conclave.

There will be an OOC up today and a map! Stay tuned!
It's summer time. No class. Shouldn't be a problem!
I shall attempt to answer all your questions.

This is an interesting setup, but there is not a lot of information I can discern about Stardust...For example, may I ask what you mean by "a unique way of visualizing military combat?" There is no further information other than that allusion. In addition, please forgive me as I cannot seem to grasp the same ideas you have. If I may, what exactly is a colony, system, fleet, army, agent, commander?

Colony: A world that is not entirely industrialized and used more as an outpost, research station or budding center of life. These provide less influence in the galaxy, but are not as detrimental if lost.

System: A home system. These include the huge industrial cityworlds and arcologies of your civilization. Losing these are a huge blow to prestige and industrial capability.

Fleet: A fleet of warships.

Army: An assembly of several million men, your frontline soldiers.

Agent: An espionage agent -- though this could really be seen as a slew of agents, as opposed to just one.

Commander: These are the men/women that lead your fleets and armies.

Despite two colonies being cheaper than a system while producing the same amount of influence (and having a much less severe impact should one or both fall), what is the benefit of using systems over colonies?

This is actually a great point, and the price of systems has been adjusted to fix it. Thank you.

What is a fleet / army comprised of?

Think of this less as World War II and more of the Cold War. In World War II, army composition and technological prowess determined who won. In the Cold War, conventional armies and navies were chess pieces -- but the winner of the conflict would not be who's army was greater, but rather who was a better statesman overall.

Is a commander in control of all fleets /armies of the nation or only one? Are commanders even used for fleets / armies, or is it a false assumption on my part?

Commanders are not required, but they can be the very thing that turns a battle. They are your Rommel's, Napoleon's and Alexander the Greats. Great empires have been forged without notable commanders at the head of your legions, however.

How is espionage used? Does it consumed Influence?

Once an agent is created, they can be sent to spy or counter spy. They stack atop one another at intervals of 20% at success per agent.

How would trade work in this Influence-centered RP?

A good question. It may provide an Influence boost depending on the size of the galactic space lane. That might work.

Also, how would technology work? Are the players all of similar technological levels? Will there be advances in technology? Are people using projectile-throwing mass drivers, energy-cutting lasers, or magical Tachyon particle cannons? How do people move across the galaxy; FTL? Warp? Hyperspace?-Please forgive me if my questioning is an annoyance. This is an interesting setting and I've been interested in another Sci-fi RP for a while now, but as I said I wasn't able to figure out enough about how things work with what was given. Please excuse my ignorance.

Somewhat like the Cold War again, this intragalactic Cold War of sorts implies that your nation, as a space fairing nation is comparable in technology to the others, though the means by which this technological parity is reached is purely fluff.
Gowia, haven't we RP'd before? Warring Fronts, or Warping Empires -- something?
High King Henrik Havarr, Jarl of Tyr, Kingdom of Norsia

The King sat in silence as the Jarl's took their time to speak and deliberate. A budding statesman, Henrik understood the precedent of these decisions. There was often a very blurry line between what everybody wanted and what truly was right. Sometimes these ideals coincided, often times they did not. Henrik thought of the kingdom at large while the Jarl's spoke. He refrained from drink, despite the continued offering of servants nearby. He wished to have a clear head.

"Alas, the Jarless of Ashfall has let the drink warm her bones and her words have found my ears. While we will decide a course of action between the High Elves and the Dwarves under the mountain, I have long thought of the piracy that blankets our coasts. As a boy I remember the tales of Norsian longships ruling the waves, and I think it is time to return to mastery of our own seas." His eyes seemed to wander, until they found Koval. Henrik's eyes commanded a stern resolution that had come with the weight of a crown.

"Every Jarldom will submit three of their longships to the service of the King, including my own, the Jarldom of Tyr. Marshal Koval, you have been charged with the destruction of the pirates off Norsian shores, the continued protection of our shores and the discovery and .. eradication of whatever sickly harbor these pirates continue to call home to strike our shores. It is with a trusting word that I send Marshal Koval, for I know not a better man in these lands to carry out the destruction of those who would see Norsia weakened."

Henrik's eyes turned now away from Koval, to find softer, more remarkable features of the other Jarl's assembled as well. "The emissaries of the Dwarves intrigue me. With the wisdom of the wise and coin hardened prowess of our Lord Steward, I would ask him -- and those assembled here -- what great commodities of need might we export to the Dwarves in exchange for their rare ores? Speak freely, Jarls."
