I'd like to join this. Is there a Galactic Map?
There will be a map that shows how much each zone generates.
I'll give some basic explanations as they are subject to change.

So.

Cash is money, currency, capital. You'll use this to recruit, buy zones, bribe, et cetera.
Bodies is the amount of people who are loyal to your organization. Crime Families will have a slower growth, as their only members come from the bloodline.
Zones is how many regions you control. Regions will offer a cash flow.

So with the SMPD, you're less of a single person and more of a representative entity. Investigate will be an action where you pick a zone, and any activity that an organization is doing will be revealed. However, if they aren't doing anything, it'll just be a false lead.

URBAN EMPIRES

Santa Marano. 2014. A thriving supercity on California's coast, vividly vivacious and abundant with opportunities, it is a cultural hotspot for celebrities and tourists alike; but it has a deep and dark secret. It's storied past is highlighted by one less than enamoring statistic, it's gang violence. Street gangs and intricate crime families have longed called Santa Marano home and the Santa Marano Police Department's recent budget cuts have only intensified the problem.

Welcome to Santa Marano. Will you take on the head of a Crime Family; building a criminal syndicate under the guise of business and custodial pleasantries. These organizations start deep in the pocket, but shallow with available help as only those with family blood are truly trusted within the echelons of the organizations.

Will you instead lead a Street Gang, a much looser and easily adaptive organization that has the room to grow at an alarming rate as you entice the downtrodden to make a few extra bucks by throwing on the local colors? These gangs are more easily infiltrated by the heat however, and they also draw more attention because of their inconvenient but necessary method of advertisement.

Crime not your fancy? Join up with the Santa Marano Police Department; direct the efforts of the local departments of patrol officers, detectives and SWAT in the hunt to rid Santa Marano of crime once and for all.

MECHANICS:
-- This is a Faction RP where you will play either a criminal organization; either a formal Crime Family or a Street Gang). Each will have their own pro's and con's but there will only be 3 stats: Cash, Bodies and Zones, which can be explained fairly easily.
-- A third option will be playing as the SMPD; where you'll have an allotted amount of actions such as Investigate, Raid, Apprehend, Takedown where you'll be navigating the map trying to root out crime in Santa Marano once and for all.

This is purely an interest check -- let me know what you guys think. This should be a simple, yet fun RP if done correctly.
You're confusing an argument with a disagreement. I'm asking you to back up your personal preference with a reason. An argument: a discussion involving differing points of view; debate: I'm not implying this is an altercation.
You haven't provided an argument, you just stated why you didn't like something. I don't like taxes, but I'm paying them.

Hard stats take subjectivity out of the equation. When my troops go against yours, it becomes a muddled "Well my troops are pretty good," and "Well mine have been training for such and such years."

Stats are a hardline reference from all players find a baseline to remove any issue of hurt feelings and gives a valid base from which to grow.

In my opinion, their too impersonal and game-like to work with the standard forum RP. A properly Role-played character or nation is more complex than any amount of stats or skills can express, and I personally dislike being limited in my ability to role-play my character as I see fit by a sequence of representative numbers.

Well even in real life context this is false. Real life nations are largely an expression of dollars spent and bodies that can work. Look at the last World War, it was won by "bullets, beans and bandages" the Soviet Union and United States simply outproduced their opponents, regardless of how fierce Hitler thought his Tiger tanks were.

Ultimately, it's just a matter of personal preference. I myself don't enjoy RPing with stats, but I know that quite a few others do. In the case of a NRP, a good alternative that was used on the Bethesda Forum was getting a general vote in the OOC for the outcome of a situation. If I may use a battle for an example, assuming there is no absolutely clear victor, each participant would present their battleplans on the OOC and the non-biased RPers for the situation would democratically decide the outcome. Alternatively, each participant in the battle would PM their battleplans to the GM (or preferably a small go up of Co-GMs, to keep things more fair) and the GM(s) would decide the outcomes themselves.

Well this isn't a very good option either -- my vote will ALWAYS go to the outcome that best benefits my nation, not the one that makes the most sense. If you're giving me a vote, I'm going to try and make it impactful to better my own nation, in the sense of Otto von Bismarck.

In things other than battle, it's usually enough to just have everyone do whatever they want in the IC until someone protests someone's actions in the OOC. After the issue is brought up, a popular or GM vote ensues and a decision is made (usually in the form of a nerf). Anyway, those are just a couple of suggestions for alternatives to stats and the like.

This is borderline insanity. "Let people do whatever they want until it upsets you."
Stats are a good concrete measurement of objectivity. Why are people so opposed to them?
It works. I like randomness, I like being confronted with challenges that add to the story. The human condition means that all people want things to go their way -- and will also sway it that way, no matter how "flawed" they make their characters/nations.

I like us having "heroes/characters" and I think 3 is a good limit. I think their greatness should be randomized.
Rules for optional randomness and simple way for resolving conflicts.

I am a proponent for both of these. Can you elaborate on them?
Very much interested.
