The power level of Genin, when roleplaying, is typically higher than that of the canon because it's typically easier to feel valuable and engage in satisfying exchanges when you have /some/ power under your belt. There's usually a greater divide than that, though, because having more power makes you more able to do things with the character. There are a few who enjoy the feeling of starting quite literally from scratch, but those people tend to be far and few between.
Who exactly is the general that authorised the mission to send Iwagakuran citizens into Konoha?

I disagree with your principles thoroughly, Durn. If you give the people the ability to exempt themselves from death, there will be issues with people who refuse to die. Not only that, but there is an inherent risk/reward factor involved with practically everything in the Ninja world - for example, the (absolutely awful) mission that has sent Jinchuuriki into Konohagakure. The rewards are nothing compared to the immense risk, so it should never have been attempted - and the risk is so high because death /must/ be a factor. They are invading an enemy village, and if they're caught and executed, they should have no say in it because it is out of their control. You, as a person, have a limited amount of power in terms of your character - you cannot stop actions from occurring in character just because you don't want them to, because that infringes on other people's rights as well.

The ability to kill freely in character is a must - and those who abuse that right by, for example, randomly killing Genin, should be punished both IC and OOC. If the punishment is appropriate, the ability to kill freely is perfectly acceptable.
Character death is important. If you give people the freedom to allow and disallow death, it will have severe repercussions. It's also not thematically appropriate to be able to deny death. One should live vicariously through their character, after all. :D

Also, as for the mandatory taking hits - if I can reasonably avoid a hit in character, I will. It makes no sense for a character to allow themselves to get hit if it's in their power to avoid it. In situations where it isn't in their power, there's no issue. :D
Please, by all means, feel free to timeskip Akaritori and Touzoku to the summit. xD
