The primary issue I have is a lack of clarification on a lot of abilities that are largely conceptual. You have to be very objective with your terms when describing abilities in order to ensure that they cannot be misinterpreted.

Provided that any challengers would be fine adjusting to the power levels/laws of the Naruto universe, I have a character who is ready to be challenged.
I certainly understand the appeal of a Mythos, but my own has... 20 characters at the most? Anything beyond that seems like it would be excessive.

I find that the smaller amount for a Mythos allows you to really focus on identies and ties to the plot, and it creates a series of well-rounded characters that are thoroughly more interesting than if such was not the case.
Typically I would use a character like Akaritori to begin, but she is probably not the best character to use here given the player base and the rules...

I have a character idea that I'll end up typing up over the weekend. When that's complete I'll be open to challenges. :b
The power level here does seem to verge on the lower to middle realms of Tier 2. I don't think I've seen anyone cross into realms yet, which greatly pleases me. :L
Time is, without going into the highest ends of physics, not a meaningful construct outside of human perception. This holds especially true for text-based combat as the process by which one would "control time" would largely involve knowledge of every state of every fundamental particle in the universe and rearranging them to suit the given pattern they were in at the time you wish to go back to.

This, obviously, is largely impossible because it requires omnipotence and omniscience.

Altering someone's perception of time, however, achieves the same effect with much less malarkey.

In fact, it's easier to restructure reality in a small area than it is to manipulate time - and when you think about it, that's a bit ridiculous. Personally, I've never enjoyed time manipulation because it is A) An unsatisfying way to win, B) Impossible to validate for most characters, and C) Its results are easy to replicate without going to the effort of actually rearranging the universe.
