You would think that, if the person didn’t seem to have such intricate knowledge of the prison and everything in it. Like I said, they seemed to even know how to angle themselves on entry such that they were never identifiable.

They appeared to be male, and were cloaked. Perhaps they also had knowledge of how to position themselves such that the cameras could not make them out, meaning they had familiarity with the prison.
