Well, i believe that is just the average human reaction speed you are talking about. A trained fighter might be able to react at speeds twice as fast; not he would need to, as he can simply throw off the gunners aim beforehand, moving in zigzags and rolling between cover. There is no need to react to the shot if you use preventive measures that simply don't let them lock their aim on you.

Plus, i think we're talking about characters with various powers and/or gadgets that can help them further encumber their opponent's aim.
You either overestimate projectiles or underestimate powered melee fighters. Simple strafing is already enough to complicate aiming with a normal gun - unless you have an iron grip and perfect control over your body, in which case you could easily keep the barrel steady and land the bullets more or less precisely while moving. However, add the decreased projectiles speed as a factor, and the difficulty increases exponentially. One has to take into account the time it will take the bullet to actually the opponent, which at 30 meters - a dangerously close distance - will equal to roughly half a second. Considering that their target would have to move only about 1 meter to avoid being hit, that is a lot of time for a bullet to reach a moving target.

EDIT: hadn't read your second comment before posting this. I worry the same about facing guns in this tournament, however, 250 fps is too low of a speed in my opinion. Also, my point about bullets not able to simply kill on touch still stands true.
250 fps is on hell of a nerf if you ask me. Even pneumatic guns can definitely shoot over three times that speed, not to mention gunpowder firearms. Though i suppose realism isn't of great importance to the tournament, but there is more to my complaints than just that.

If not the size of the bullets, they would be visible to the naked eye at such a speed, thus, able to be dodged just as an arrow. Taking in mind that quite a few characters will have enhanced vision, even if bullets retain their destructive properties, gun users may be at a disadvantage. And on top of that, i imagine most would be able to stomach multiple bullets even, as long as the gunner doesn't hit a vital area. Which, of course, becomes a pain in the arse to accomplish with such slow projectiles.
I assume there are large openings in each dome to walk through? It doesn't seem like it would have doors but that's just me. Most of the holes in the domes are very small, right? You can see through the walls but not pass through them from what I picture.

Nope, they do have a sort of doorway, but simply writing 'they have large openings to walk through' didn't appeal to me, so i left that out, hoping it would be self evident that it has some sort of entrance. :p

Three layers of domes covered in ivy would let very few light through, so that indeed is the case. (the entrance would be 20 meters away from the practice ground itself, so it wouldn't provide that much light either).
Battleground


The Silver Dome is practice ground for many a fighter and a work of architectural art alike. It is made of three silver-coated metal domes, the largest one measuring 100 meters in diameter, and the two smaller ones fitting inside with 10 meter gaps inbetween; each is akin to lace, shaped in form of a myriad branches, which intertwine to form various images - the outer dome portrays beautiful landscapes, the medium - fierce battles, and the innermost - a complex ornament. Alongside each runs a strip of soil, ivy growing from it and wrapping itself around the domes, frequently trimmed as to not obscure the images.

The practice ground inside has a wooden floor, painted with white and black lacquer, and is lit either by sunlight, passing through a glass-covered opening on the very top of the dome, or by numerous lanterns hanging from the ceiling on chains.
@Vordak, even though our battle is realistic, could our characters have magical powers that they don't use? That explains why my character will be learning how to fight without magic.

Unranked, since i'd like to have it be purely for fun and training/experimenting purposes. Is it okay if i roll without a CS?

I don't want to sound like a jerk, but it is as if Tuujaima didn't even read the other participants' character sheets before posting theirs.

EDIT: sure, there wasn't any strict power level mentioned in the rules, but still, it seemed like we had came to some sort of consensus on the upper limits. I guess that's why i feel a little bit bitter.
