No, because for that to happen, everyone else that she sees would have to appear to be slowed down instead of sped up. As .5 seconds pass for her in theoretical time, .5 seconds pass outside of it. So if it takes her three seconds normally, but is slowed down to half speed, it'll take six seconds outside, while still feeling like three seconds to her, and everyone else around her will appear to be twice as fast.

No, because she acts three times slower, the attack won't actually exit the slowed down time until she performs it. Time doesn't progress "as if" she would've done the attack outside of it. It just basically makes her a really slow Ruby.

It can basically be anything- for example, Ruby would probably use some sort of order magic. All of our powers will be toned down, and once you run out of magic power, you can't use it anymore.
