It sounds quite like a joke. I'm looking through the relevant parts of the Constitution, especially General Provisions, for anything that remotely resembles what you're saying, and finding nothing at all.

By the way, constitutions aren't sorted by amendments. That's a clue to the jokeness of your statement.

Heh. When I was in 5th grade we had to dissect small sharks. But I was allowed to not actually dissect the shark but instead help to say what to do.
