Equestria would be a good example if not for the extreme jump in power from the common folk of the land to it's rulers.
-Nova- The court worked very well when I was in power! But that was illions of years ago. Celestia for some reason still keeps the nobles even though nopony likes them except themselves. Getting rid of the nobles would have zero bad effects. She probably thinks "oh, if I do that then everypony will think I'm a tyrant." Bah! They want them gone! i've half a mind to go and disband the houses myself.
