Alright, thanks for clearing things up, @KriticalKrab.
I think you misunderstand. All the established heroes have disappeared without explanation. Nothing was disbanded they have just vanished. So now all the unknowns are coming out and needing to pick up the slack.

So, okay, how has the world not descended into utter chaos given that all the supervillains are still around? The DCU is permanently teetering on the brink of destruction already, and now literally every established hero on the entire planet has disappeared?

How are, for example, Gotham and Vanity City still functioning in the slightest? Has Atlantis been taken over by Orm? How have the Thangarians not enslaved the human race? Is Paris still a giant warp in space since nobody was able to stop the Brotherhood of Dada?

And one can't just retcon out the b-listers. That fundamentally changes the entire setting to the extent that it lacks even the most tenuous links to the DCU. Without Steel making Eradicator reform the entire world would be wiped out by the second iteration of Doomsday, for example. In short, without b-listers, the setting doesn't work and the world gets exploded several dozen times over. I mean that was like the entire point of 52.
@KriticalKrab So I know the Justice League has split up but I'll admit this is where I start getting a little confused.

First off, which Justice League? 8-member original JLA, JLI, Zero Hour JLI, Infinite Crisis JLA, Final Crisis JLA, or Blackest Night JLA? I'm assuming it isn't New 52's because you mentioned only one league.

Second, the league has disbanded, but has every superhero in it disappeared, or only the big 7? Are Steel, Black Lighting, Aztek, Rocket Red, Firestorm, Plastic Man, Blue Beetle, etc. still holding down their home turf?

Third, while the Titans haven't come about yet, what about the other super-teams? Are the Metal Men, JSA, Doom Patrol, Super Young Team, Outsiders, Suicide Squad, and the like still operating? Could I get some sort of timeline?
Somewhere within the city, a bar stood cocooned in layers dirt and rock and bits of flaming crashed spaceship, having been untouched by the alien menace. The reason for this, of course, was that it was currently being defended by an altogether different alien menace, one that was sent to cleanse the planet of sapient life- or at least attempt to cleanse it, from the hours of 9 AM to 5 PM, local time. Currently, said alien menace was off the clock and on his eighth beer.

"...So I'm jus' standin' there and these dumb mutherfuggers keep shootin' their lighting a' me an I'm like 'Wha's wrong bisch, can' bypass a li'l lightnin' rod?'. 'Course, they couldn' unnerstan, since they were some kinda dumb fuggen elephan' things an' then I was like BAM!", he smashed a peanut, sending little bits of shell all over the bar, "Smash those bassars like they was NOTHIN. An' tha- an' tha' was how I killed th lightnin' beasts.", Cartog the Surveyor, Interstellar Exterminator, soon-to-be Scourge of Mankind, chugged the rest of his beer, "BARTENNER, ANOTHER A' YER PRIMITIVE HUMAN YEAST BEV- BEVER- DRINKS."
"Any brand, or-"
"I CARE NOT FOR THESE PUNY 'BRANDS' YOU SPEAK OF."

A cheap lager slid its way down the bar, the screw-cap undone by Cartog's PHENOMENAL PSYCHIC POWERS.
"So yeh, where was I- fuggen, right, so affer tha' I got a contrac ta kill off summa them- I think ya call 'em Mechtaleks. Now my people and the Mechtaleks, we got hissory with tha ugly terraforman' bassars..."
So what time is it IC, approximately speaking?
Name: Cartog the Surveyor

Alias: Cartog the Surveyor

Age: 19 in Mercatorian years, not accounting for time spent in cryosleep.

Personality: Cartog looks down on humans, seeing them as a normal exterminator would see an exceptionally aggressive termite infestation- superpowered termites, yes, but still termites. On the other hand, he's not exactly motivated, and tends to keep to his hours - which he announces before he starts working - unless seriously provoked.

Powers:
Implements of Klesh - Cartog possesses a mystical map and stylus with advanced geoforming capabilities, allowing him to alter the surrounding terrain at will. Generally speaking, the smaller-scale the effects are, the faster they come into effect. The Implements, being powerful artifacts of Cartog's race, are keyed to his genetic makeup and all written components are in a dead language that predates the human race, so it'd be tough to find someone else who could use it. The Implements are, additionally, effectively indestructible.
Mercatorian - Cartog is a Mercatorian, a race of slug-like bipedal humanoids characterized by an immunity to psionic attack and precise low-level telekinesis (he can lift about as much as an average person can lift with one arm). In addition, Cartog has access to a number of advanced technologies possessed by his race, the most commonly used being a belt that projects an invisible field of force around the wearer's body thus safely deflecting most forms of attack.

Weakness: He makes a point of only working his designated hours, and rarely puts in overtime- if he can be stalled until it comes time to clock out, he'll usually just leave. Also he's really squishy without his forcefield. Like, anemic middle-schooler squishy. Also, salt hurts him and large quantities make him shrivel up.

Bio: Cartog the Surveyor is the last surviving inhabitant of Mercatoria, the others having died in a tragic terraforming accident. Cartog, a surveyor working for the Greater Interplanetary Exploration Society, was off-planet at the time cataloging fauna. When he found out what had happened, he turned in his resignation and left for parts unknown, taking on jobs as a freelance exterminator. At some point in prehistory, Cartog was contracted to rid the planet of their ape infestation. A simple enough job, had he access to a Mother Box or the like- as it was, he was forced to use slower-than-light travel, laying dormant in cryosleep for roughly 250,000 years until he had finally arrived on Earth. Touching down on the planet, he realized that they had evolved over the time he had spent in transit, developed all sorts of technology, built up cultures, etc. Good for them, but Cartog had been paid in advance, and he wasn't about to bail on a job just because the pests in question had created their own civilization.

Arc Ideas:
Fumigation: Cartog gives up on trying to exterminate humanity the hard way and decides to set off the Yellowstone supervolcano in an attempt to start a new ice age.
Overtime: Someone attacked Cartog when he was off the clock. Now he's pissed, and he isn't stopping at 5:00 anymore.
Supercharge: Velrus gets his hands on an orgone power cell. Wonder what he'll build with it?

Other: Titans Forever.
It is important to note that Cartog's alien technology is in fact magical rather than technological in nature, and runs on a mysterious power source known as orgone energy.
What exactly are small scale effects, and how long would something like an earthquake need to activate?

Small scale to the point of being near-instantaneous are things like raising walls of rock to defend himself, causing pillars to erupt out of the ground, creating narrow fissures to trip people up, and other localized effects.
Large-scale tectonic activity depends on magnitude of the event, with a 4.0 (just enough shaking to be noticeable, very low chance of structural damage) taking... let's say ~10 minutes, assuming Jump City isn't on a geologic fault. From there, the time needed doubles at each interval (5.0 is 20 minutes, 6.0 is 40, 7.0 is 80, and so on).

Pick the one that makes you happiest.
^^; Something where the princess isn't... well, boring. I'm digging for one, because I know they exist.
Okay, let's start with the basics: What fairy tales do you know well?
