But a lot of the Imperium's and especially the IG's equipment is laser guns, space ships, and genetic enhancements.You can actually get relatively detailed specifications for how a Bolter works; it's got a similar principal to Gyrojet.

Magic has to do with the arcane and regularly breaks the established laws of nature, usually the law of conservation of mass/energy. Science is fact. Hard sci-fi is based in fact, and generally entails technology we expect to be available in the next one or two centuries (see Cowboy Bebop). Soft sci-fi is further on, but still has some sort of scientific explanation (see WH40k.)
