OPEN

The date is January 10th, 1920. It has been two years since The Great War ended and one since The Treaty of Versailles was signed and took effect (The Treaty of Saint-Germain-en-Lay is set as well; but, the treaties regarding Hungary and Turkey, however, are not set, and can be changed, modified, and redone by the players). The League of Nations was founded on the same day that The Treaty of Versailles took effect. What will the countries of this new league do? Are they going to follow their main goal or let another Great War happen?

The Central Powers lost the war and were forced to pay the Allies. Austria-Hungary was forced to cede large parts of their empire, including Hungary and Balkan territories (Slovenia, Croatia, and Bosnia) and trimmed down to primarily cover areas dominated by Austrian-German populations. The German Empire lost all of its oversea territories, their economy and morale was on the decline, and no longer a serious threat to the United Kingdoms and the United States of America as leading world powers. The Ottoman Empire was forced to accept an Allied occupation of Anatolia and France and the United Kingdoms annexed Palestinian and Mesopotamian territories; which would cause the Ottoman Empire to be on the decline.

The Allies were the winners in the Great War, but the victory had it's costs. France was utterly devastated by the trench warfare fought against the Germans on French lands, suffered a high loss of life, and destroyed industrial region and economic devastation; but, they gained Germany's territories. Italy was awarded small tracts of Austrian territories from the leading Allies (US & UK), but not Dalmatia which it had coveted; which caused difficulties after the war led to violent protests by the rapidly growing socialist party. The communists withdraw Russia from the war, ceding vast territories to Germany/Austria; but after the war, they attempt to reassert authority over pre-war territories lost to the Central Powers. Soviet Russia is unable to prevent the independence of several former dependent states, such as Poland, Lithuania, Latvia, Estonia and Finland. The United Kingdoms gained even more territory (especially in Middle East), but they were weakened due to high loss of life and financial damage, experiences increasing difficulty in controlling its overseas empire, and while distracted with WWI, Ireland begins it's Independence movement.

Countries in the League of Nations

Argentina, Belgium, Bolivia, Brazil, British Empire (separate membership for United Kingdom, Australia,Canada, India, New Zealand, and South Africa), Chile, Republic of China, Colombia, Cuba, Czechoslovakia, Denmark, El Salvador, France, Greece, Guatemala, Haiti, Honduras, Kingdom of Italy, Empire of Japan, Liberia, Netherlands, Nicaragua,Norway, Panama, Paraguay, Persia, Peru, Poland, Portugal, Romania, Siam, Spain, Sweden, Switzerland, Uruguay, Venezuela, Yugoslavia.
Procedures

The procedures for this game will be fairly simple. You send orders to me, Rare, or another GM should this game get too large for one person to handle (as has happened in the past). The orders will then be rolled and presented by me (or another GM) in an update. Each round of orders will be the span of one year. There will also be war updates, which occur (obviously) during a war, as well as mini-updates which can happen at any time. Orders are due every Thursday with the update posted on Friday through Sunday, unless I say otherwise.

Orders work as thus:

Tier I: United States of America, United Kingdom of Great Britain, Germany, Russia, France.
Tier II: Greece, Switzerland, Empire of Japan, Kingdom of Spain, Republic of China, Poland, Italy, Sweden, Austria.
Tier III: (Will put nations onto list after signups are closed)

Tier I gets two NFs, two normal orders, four war orders, and a treaty order.
Tier II gets an NF, three normal orders, four war orders, and a treaty order.
Tier III gets an NF, two normal orders, and two war orders.

Orders are sent to the GM via private message with the title formatted as; 'WiR - Nation Name - Year'. Example (and this is a heavily simplified version):

WiR User said
WiR - Germany - 1920
Order One (National Force): Try to improve the economy by increasing the tax.
Order Two: Increase the amount of meat produced by building more slaughterhouses.
Order Three: Build more factories in the larger cities so that the economy can be improved.
Order Four: Build a school in Berlin to increase the amount of educated people.

National Statistics

National Statistics, also called "Stats", are the main thing that keeps World in Revolution moving along. They are done and you can see them at the bottom.

Credit Ratings

Credit rating is an evaluation of the credit worthiness of a debtor, especially a business (company) or a government, but not individual consumers. Here is a full of list of what the letters mean:

AAA - 1.45% - Fiscally Sound
AA - 1.95% - Good Outlook
A - 2.25% - Stable Country
BBB - 2.95% - Stable, Improving
BB - 4.55% - Stable, Stagnant
B - 6.50% - Stable, Declining
CCC - 12.50% - Unstable, Risky
CC - 19.00% - Pre-Default
C - 32.00% - In Default
Communist - 2.55% - Borrow from USSR

Rules

1) Remain civilised at all times.
2) I do leave people behind. If you don't get your orders in on time, you will not be included in the update, and you will have to catch up next week.
3) Keep things realistic. I understand that it is unlikely that we will be following the OTL to the letter, but that doesn't mean you can go and invent nuclear weapons in 1880 or release a tribe of smallpox-infested African Gorillas in downtown London.
4) Don't be afraid of losing a war.
5) Don't be too harsh in war settlements/reparations. This is how Fascists are created.
6) THERE IS(N'T) AN RULE SIX.
7) Don't start wars unnecessarily or at the drop of a hat. Try diplomacy first.
8) All treaties/alliances made secretly MUST be sent to me also. Don't worry, I won't tell anyone.
9) No editing IC posts except to correct grammatical errors.
10) Wars can only end with a mutually agreed upon Peace Treaty. This includes if a nation is wiped out completely (see rule 5).
11) Declarations of War are final, and cannot be taken back. Only a Peace Treaty may resolve the conflict, even if no fighting occurs.
12) All Mobilization by countries must be announced 24 Hours before the official order deadlines.
13) All IC posts must include either your nation's name or flag.
14) If you are AWOL for more than three updates, you will be dropped and your nation up for grabs. You can reapply, but someone else may have taken your old nation. Warnings will be given out first.
15) I am not infallible. In fact, I fall pretty often. If you have a concern, feel free to ask, but don't get snarky with me.
16) My word is the final word.

German education is lousy compared to IRL. My credit rating is way too high (Germany is going to have to negotiate a payment reduction with France in 2 years).

That is because the 1921 London Schedule of Payments wasn't made in 1920.

While the Treaty of Versailles was in effect, China also rejected it for a brief period in the 20s. Even though it signed it.
