Hrm so I have a nation idea, was wondering if this would be acceptable.

Explorers descended from martian colonists who usually wear advanced space-suits, so much so that environmental suits are a major part of identity, a person is naked without an environmental suit.

Wouldn't really work in the context of Mars in particular, but who knows about anywhere else? Will have to think of a reason why they aren't using or have not since used, once contact is re-established if they lost it, the "easy" terraforming at hand, but not really a showstopper.
