In all fairness, I think Sasuke's one, if not the best written character Kishimoto made, and I think his motivations are always spot-on. He's the only one who fucks with the system and messes with the establishment.

Basically the story could focus more on the politics behind the use of the jinchuuriki and we could still have a chuunin exams arc. The series would be a little different, but I'm a huge fan of the jinchuuriki

There aren't any actual candidates though. The 3rd has only been Hokage for like two years. If she died or whatever it would just go back to Kishimoto and he'd be in charge until he felt like not being in charge again and/or dying.
