I originally wanted Kyouka to be an Uchiha but I decided not too because I'm bored playing dem Uchihas.
I like it and its very refreshing for me to stop playing an Uchiha :D

The only thing I see good for Uchihas is their Police missions(RP based), I like detective oriented style quests^^

Should we worth noting that Advanced Chakra Natures are not clan based. Only more common in certain clans. Yuki clan, for instance, Haku's clan. Their bloodline limit isn't Ice Release, as people outside of their clan can have it as well, but rather the ice mirror technique and that "Style" of Ice Justu.

Biggest thing that is in favor of what I'm saying is Hashirama Senju. He's the only wood user, no other Senju can do wood release, their KG is rather increased vitality and chakra pool, like the Uzumakis.

It's all to say that you can make anyone from any village, anywhere in the world with any elemental release. Of course, in some places certain genes would be more common. Kekkei Tota's (3 Elemental Advanced Natures, like Dust.) Are incredibly rare and equally powerful as it is rare.

Now, if that's what Partisan and Knight decides to go with, I do not know. But that's the explanation that makes the most sense, in my opinion.

Your genin was good enough to warrant a Jonin and I think we can use 1 more Jonin, however I know that Knight is making a Jonin as well. I'll say a Jonin is fine, but I can't be 100% so it's up to you if you want to invest the time.

Yes, following this logic ofcourse, the people outside of the clan that have access to it would likely be in Yukigakure in my opinion - best place to get training for this release as historically most of those people lived there.

So following a short convo with Knight about the jonin he was gonna make, we decided it was probably best if we switched that to a Genin to let Masaki have his own Jonin and team. So if we get that Jonin from Masaki, which will be a pretty good one I think, and another Genin then we can start cause we'd have 2 complete teams.

Haru is a very calm and understanding man, always willing to try and be patient and take things slow. A man who is generous to a certain extent and a man who takes his time to know before officially judging someone. He has flaws like everybody else, such as stubbornness and pride. It is hard to turn him away from his set in stone decisions and he is very proud of his clan and village to a point where sometimes a bragging comment will shoot out of his mouth. His peaceful nature doesn't agree with war, he likes to leave it as a last resort and prefers to use his smooth honeyed words than his rough hard fists. He is also a competitive person who loves sports and games. He enjoys a good physical game of football, or a clean sparring match.

He has an obsession with keeping stuff clean, he goes crazy over an eaten off plate being left, or mud prints in his room, He believes hygiene is important and shows manners, he isn't the one for getting his hands dirty but he will doesn't hesitate if necessary as he believes no matter how old you are you must strive and work hard, you must earn everything you own.

Years ago a boy was traveling the snowy plains in search of a village in cold blizzard, it became too great for him that he collapsed on the spot falling closer to a cold death, however if it was not the Himura clan spotting him, he might of been well off dead. They took him in and tried gain intel of where he was from, and why he was wandering snow country alone. He had amnesia, so he couldn't remember if he tried, he said he didn't know, he wanted food and a place to stay, he begged the lord of the Himura clan to let him stay one night, and to that he agreed. During the night an assassin had slipped through into the clan house of the Himura, sent to assassinate the head himself, however he stopped and held off by Haru, who only came out to empty himself and sleep, this alerted the guards and lord of the Himura clan was in Haru's debt, and welcomed him into the clan. He was treated like a complete stranger at first, different, he had none of their physical traits, he was taller, darker skinned, a bit more broad, but this would all change when he demonstrated his skills in Taijutsu, his reach and broadness aided his skills impressing the trainers and his peers, they trained him more and more, his physical body was a machine, he became the Himura's weapon for hand to hand combat.

He had fought against the 3 clans with unit, along with other missions that earned him his spot, the lord had no regrets giving him the seat, however he had given the seat to a changed man, a man that was no longer a war lover, but wanted peace, and quiet, and wanted things to go smoothly without lacking effort. It is unknown where he is from, a lot of people thin Kumogakure.

A shinobi who dreamt of learning the ways of the samurai; Byakuya learned the hardway, right after being promoted to Chuunin at the age of 12, he moved to the land of iron and dedicated his training in learning the ways of the samurai. It was hard at first because the training was nothing ninja like, it may share some similarities but it is the conviction of a Samurai that makes his heart that makes it sharper than the sword, the power of convenience. Years later, he returned to Yukigakure to spread his teachings in the way of the sword. For the past eight years, he doesn't have any student mainly because he fails every single team year after year due to what they lack.

Personality:
Byakuya is a calm and principled man, he is neutral and does not judge quickly for he waits patiently to see the results of ones doing. He is strict and straight to the point, body bagging with his way of words; words that are sharp as his blade like any katana. The samurai shinobi believes that men should not feed but teach in order to promote a better village. Byakuya will not tolerate rule breakers.

Historically, most of them lived in Land Of Waves, which is where Haku came from. Only Ice Release Users we saw were Haku. :3 People in the Naruto Movie used Snow Release, I think they called it.

You're right. Still, ice release being in Yukigakure isn't unlikely cause it can apparently be anywhere as long as you meet some prerequisites.

Read Kato through, and while he's a good character I think maybe some of the jutsu's are not too good.. for instance the weakness ''it is slow'' doesn't say much about what it's weakness is. If something is slow and impossible to destroy, then it's slowness isn't exactly a weakness is it? Maybe you should take a look at that, however the character is good and the techniques seem to all have a weakness to fire anyway, so I will say he's in.

I think combatting ice release would be more or less something to do with logic. Water might not be the best counter to it (probably only reinforce it) - fire, earth and lightning would all do it pretty well if they use brute force or heat.

I'll get on some teams today but we need 1 more genin after Knight's.
