Also, I came up with a bit of background history for Argentaurumia that explains the instability.
Essentially, the area was originally occupied by a number of small city states such as Sapentia and Mercatura, the two most important cities in modern Argentaurumia. Various others also existed, and each of them allied themselves with one of the dominant states. Eventually, after a long period of economic warfare and minor naval skirmishes, the two sides agreed to form a union. Each city was ruled by a Doge, and each of these cast their votes for on leading family to rule the new nation as a Grand Duchy. The house of Sapientia was elected, and has ruled ever since (therefore, Dominas holds the titles both of Grand Duke and Doge of Sapientia). Divisions between the former states and their populations are one factor contributing to instability, which is why the DIP accepted him as a strong ruler that tries to help the minorities.
