So, for Parker, can I just say that Shield talked to Charles and decided to move Peter over to the X-Men? Or he's working there to help the X-men, but still a Shield agent? What do you think would be the best way to move him over?

Well in this X-Men is just more an all encasing term. Since mutants in general means super powered people. So even though people like Peter or Nathan wouldn't count, they do here. So Peter is technically already with the X-Men in this. The X-Men are also a division of SHIELD too, so even if you were moving Peter from one to the other it wouldn't take much.

First post on the IC is made, small stuff to intro the characters before we get into business. So going over some small details about the world first. Everyone who can maintain a normal appearance are allowed to live in or nearby Washington DC. Whoever can't are given housing within HQ. People are normally expected to show up around 8 am for any morning debriefings or other various assignments. However of course as seen here this isn't something that gets heavily mandated anymore thanks to the wonders of texts, emails, and very frequent delinquents like Pietro. Like stated in the post, the Project: X-Men base is located a bit underground below the Pentagon. Using a system of security measures like eye scanners, finger scanners, ID swaps, and other things to allow access for those authorized. Since as Mystique could clearly prove, its possible to infiltrate as an unauthorized personal, and has happened in the past albeit it not very often at all.
