Batman has seen better days in Gotham. Dick Grayson is working for some sort of international spy group [Spyral], Batgirl Barbara Gordon moved to a new city, and the 'son' of Batman Damian Wayne/Al Ghul is on some sort of vision quest in Nanda Parbat. Aside from urban legends and the occasional hero looking for Batman there was little help for the caped crusader these days. Even when an earthquake hit the city two weeks ago and left several blocks of property in ruin the government chose not to act. An unknown amount of deaths occurred as a result of the collapsing buildings and car wrecks. Several portions of the city still remain without power though water is still working save for a few busted lines in the larger metropolitan zones. Areas of the city have been looted and riots broke across the streets of the devastated city blocks. A gang war erupted with a confrontation between the Jokerz and Black Mask's crew for turf, with Mr. Freeze claiming a portion of the city as his own. Pleas from Bruce Wayne for government assistance with the disaster were not enough to take the broken city back. Years ago it was rumored Robin was a kid off the streets, and today several young men and women have taken up the colors of the original teen sidekick to try and make a difference in this 'No Man's Land' of Gotham. Many of them come from the devastated areas, though some do come from the areas not effected by the quakes. Could it possibly be enough to make a dent in a war zone where batteries and bullets out value necessities like food and more permanent shelter?
Below is a map of Gotham from the 90's we'll be using for reference. The quakes shot through areas 1, 21, and 19 and it should be noted the Gotham Gardens were also effected in area 9. Sections 23, 6, and 12 were also wrecked by the quakes releasing several animals from the Gotham Zoo, opening up the old Gotham State Prison 'Tombs', and crumbling several housing projects in Park Row and Sheldon Park. Areas 2, 20, and 5 were also hit with quakes leaving Wayne Manor without power and under lockdown as well as Industrial Park. Presumably most of the areas hit with quakes lost power but some areas still have power thanks to generators and the gangs quickly claiming territory with lights still on. Black Mask has set up shop in a Baptist Church in the upper zone of section 23 that has power. Mr. Freeze claimed Kane Mill in zone 20 as his own building a fortress of ice around the paper factory to further his unknown agenda. The Jokerz gang has yet to be found, and Batman can only do so much in a night while Bruce Wayne tries to find assistance elsewhere. The Justice League was told by the US government not to step in despite a well written article by Lois Lane proving some of the Senators and state representatives against the aid were being bought.
You guys got all that? Good, now this isn't a game about superpowers or even well equipped Batman caliber vigilantes. Age limits are between 13-22 for characters and I'll act as any NPC's such as Batman or prime villains. The Robins aren't exactly a team, more or less a movement in the devastated areas of Gotham. Some possess skills, others try too hard to be heroes, and some will die [dropouts beware!].

I'd LOVE to make this stat based and have a very basic system I've used several times before, but I know several players don't usually go for that sort of thing. Still, would be sweet to have boss battles with jacked up stats for Mr. Freeze, Black Mask, etc. The game would almost have a definitive ending if we take out all the badguys while leveling our characters up. But again... if you guys aren't down for that it's cool. If you ARE interested let me know for sure, though the game probably won't be stat based. Also, to be sure you read the entire opening post here, post the word 'Grayson' at the top of CS applications and WIP's.
