That's not Lily. Lily has short hair, not shoulder length hair. Also, she isn't the bouncy type.

I've cleared the path to the roof now, if someone takes out the staircase leading up from the ground floor we should be able to trap the SWAT Officers and move on to the Gungirls. That, or take advantage of the high ground to finish them off.
