President Alexander Luthor | Founder of the multi-billion dollar corporation, LexCorp, Luthor is a genius in his own right, among the smartest men on the planet. He’s clashed with Superman ever since his debut in Metropolis, seeking to destroy the Kryptonian for the betterment of mankind. In 2016 he was elected as the President of the United States after a lengthy campaign beginning in the final months of 2014. Following the destruction of Star City, he and Congress pushed the Vigilante Registration Act, officially implementing it on February 1, 2016. He’s managed to convince Superman to spearhead the act through unknown means.

Amanda Waller | The head of the US Government’s Department of Metahuman Affairs, “the Wall” is imperative to the VRA, heading the Vigilante Task Force and the Suicide Squad alongside Superman’s new Justice League. A cold, calculating and ruthless woman, Waller is one of the most feared and respected in the government.

Steve Trevor | The former liaison of the Justice League, Steve was appointed as Waller’s second-in-command. He currently acts as liaison of Superman’s government sanctioned Justice League.

Rick Flag, Jr. | An elite soldier and government agent, Rick Flag was assigned as leader of the Suicide Squad’s many iterations. With so many unregistered heroes on the run, he’s once again leading the Squad on the hunt for the United States’ newest, and most dangerous public enemies.

Superman (Clark Kent) | The Last Son of Krypton, Kal-El, known to friends and family as Clark Kent, and to the world, Superman, has been a shining beacon of hope ever since his debut in Metropolis. Raised in Smallville, Kansas, he moved to the City of Tomorrow in the hopes of using his powers for good. Over the years he’s battled many enemies, principle among them Lex Luthor, his sworn nemesis – which is why the world, and many of his friends, are eluded by how he came to side with the President.

The Flash (Barry Allen) | His father framed for his mother’s murder at the age of eleven, Barry dedicated his life to forensic sciences and criminology in order to find the true culprit. Debuting as the Flash after a bolt of lightning bestowed him with the powers of the Speed Force, Barry’s protected Central City for many years. Following a battle with his nemesis, the Reverse Flash, he disappeared into the Speed Force, during which time his nephew, Wally West, succeeded him as the third Flash. After five years in the Speed Force he found his way back to our dimension, resuming his career as the Flash. Initially reluctant about the VRA, Barry has ultimately chosen to side with Superman, albeit confused by the Man of Steel’s choice of allegiance. He is Superman’s second-in-command.

Wonder Woman (Diana of Themyscira) | The daughter of Zeus and the Amazon queen, Hippolyta, Diana has helped protect the world of man for years, finding friendship in those her society perceive as enemies. Despite her misgivings towards Luthor, she believes in what the VRA is trying to achieve, that being accountability amongst the superhero community. As such, she registers with the government, siding herself, and the Amazons, with Superman and his Justice League. She is Superman’s third-in-command.

The Flash (Wally West) | The nephew of Barry Allen’s wife, Iris, Wally was, for a time, Barry’s sidekick, Kid Flash. Following his mentor’s disappearance, he took over as the Flash, keeping the title even upon Barry’s return. With the VRA’s implementation, Wally’s chosen to follow his uncle’s lead, trusting in his judgement.

Mister Terrific (Michael Holt) | One of the smartest men on the planet, Michael was studying advanced science while other kids struggled through Sesame Street. Following the death of his brother, wife and unborn child, he took up the mantle of Justice Society member, Mister Terrific, using his technological inventions and incredible athletic ability to save lives. Believing the VRA to be necessary after what went down in Star City, Michael registered alongside Superman, becoming the chief scientist of the new Justice League.

Atom (Ray Palmer) | Scientific genius Raymond Palmer gained his ability to shrink to subatomic sizes when experimenting with the remnants of a white dwarf star. One of the smartest minds on the planet, Ray has worked alongside the Justice League for a long time. At first reluctant about the VRA, he believes that it’s necessary after what happened in Star City. It’s for this reason that he registered, working alongside Mister Terrific as chief scientist.

Supergirl (Kara Zor-El) | Superman’s elder cousin, Kara was sent to Earth by her father, Zor-El. Caught in a kryptonite-encrusted meteor, her trip was delayed by several decades; when she finally landed on Earth, Superman had become the elder relative, already an adult when she was still a teenager. She helped him and the Justice League many times over the years, growing closer to him, also developing strong friendships with many of the Teen Titans. When her cousin announced that he would be spearheading not only the VRA, but the new Justice League, Kara was shocked. But when Clark asked her to join him, she could not refuse. As such, she has registered with the Luthor government.

Green Lantern (Hal Jordan) | The first earthman to be inducted into the Green Lantern Corps, Hal has protected Sector 2814 for years, also protecting the Earth from any threats that may befall it alongside the Justice League. One of Green Arrow’s closest friends, it tore Hal apart to see what had become of Oliver after Star City’s destruction. However, despite his friendship with the Emerald Archer, it didn’t change the fact that Hal agrees with the VRA, if a bit reluctantly. Permitted by the Guardians of the Universe to remain on Earth, Hal registered alongside fellow Green Lanterns, John and Guy.

Green Lantern (John Stewart) | Formerly of the United States Marine Corps, John was chosen by the Guardians to act as Hal’s backup after the original candidate, Guy Gardner, was involved in an automobile accident. Although Hal was initially sceptical, John proved his worth many times over in the field, becoming a formidable Green Lantern in his own right. A former marine, John sees the sense in the VRA, and as such has joined Hal, Guy, and the rest of the registered heroes.

Green Lantern (Guy Gardner) | The second earthman to be chosen as a Green Lantern, Guy instead became the third human to wear a Green Lantern ring when a bus crash put him out of commission. Finally getting his chance to wear the green uniform, Guy proved himself to be one of the greatest warriors within the Corps, albeit perceived as a brash, obnoxious man. He followed Hal and John’s example, registering with the government.

Captain Marvel (Billy Batson) | Just a ten year-old orphan when he received his powers, Billy was endowed with the powers of the wizard, Shazam: empowering him with the abilities of six legendary Greek gods. Able to share his powers with his twin sister Mary and foster brother Freddie Freeman, Billy protected Fawcett City, and the world, alongside the Marvel Family and the Justice League. Now fifteen, he is ever the optimist, registering just like his idol, Superman.

Mary Marvel (Mary Batson) | Billy’s twin sister, Mary and her brother lived in the hell that was the foster system until they were adopted by the Vasquezes at the age of ten. During Billy’s first battle as Captain Marvel against Black Adam, he shared his powers with Mary, giving her the ability to call upon the power of the Greek Gods when she shouts the name, Shazam. Following Billy’s lead, she registers with the government.

Captain Marvel Jr. (Freddie Freeman) | Billy’s best friend and the Batson twins’ foster brother, Freddie was Fawcett High’s star football player until he suffered an accident, which restricted him to the use of crutches for the rest of his life. During Billy’s first battle with Black Adam, he shared his powers with Freddie and Mary, allowing Freddie to become Captain Marvel Jr. Just like Billy and Mary, Freddie registered, joining Superman’s Justice League.

Captain Atom (Nathaniel Adam) | A former member of the United States Air Force, Nathaniel was framed for a crime he didn’t commit, court-marshalled and sentenced to life in prison, pursued by General Wade Eiling. Offering Nate another way out, Eiling blackmailed him into participating in a high-stakes experiment, resulting in the bonding of an unknown alien metal to his skin, granting him the ability to tap into raw nuclear energy. A former pilot for the Air Force, Atom believes in the VRA, and therefore registered with the government.

Hawkman (Carter Hall) | Originally Prince Khufu of ancient Egypt, his soul was transformed alongside his lover’s, Princess Chay-Ara, when they came into contact with the Thanagarian element, Nth Metal. Cursed to an eternity of death and reincarnation, he eventually came to life as Carter Hall, an archaeologist. After regaining his memories of Egypt, Carter became Hawkman, battling against threats with Shiera Sanders, the reincarnation of Chay-Ara. Upon the implementation of the VRA, Carter was among the first to register, believing it to be a necessary step for society.

Hawkgirl (Shiera Sanders) | The lover of ancient Egyptian prince, Khufu, Princess Chay-Ara was thrust into a cycle of death and reincarnation when she and Khufu came into contact with Nth Metal. Reincarnating as Shiera Sanders, she reunited with Khufu, now a man known as Carter Hall, moonlighting as the hero, Hawkman. Joining him on his adventures, she became Hawkgirl, fighting alongside her now husband and the Justice League. She, like her husband, registered with the government.

Booster Gold (Michael Carter) | Hailing from the 25th Century, Michael Jon Carter stole technology from his time, using it to travel back to the 21st Century. Debuting as Booster Gold, he found himself trying to cash in on his heroics, hatching schemes which very nearly ended when he befriended Ted Kord, the Blue Beetle, on the Justice League. Coming from a time when everyone knows who the world’s heroes really are, Booster saw no problem with registering.

Harley Quinn (Harleen Quinzel) | The Joker’s psychiatrist in Arkham Asylum, Dr. Harleen Quinzel became enamoured with the Clown Prince of Crime, seduced into a life of chaos and insanity. Becoming his lover, Harley Quinn, she’s been a prominent enemy of Batman’s up until the Joker’s disappearance some months ago, when she was arrested and incarcerated in Belle Reve Penitentiary. Now a member of the Suicide Squad, she has no choice but to hunt down the Batman’s Justice Society, or else face death at the hands of the bomb drilled into the base of her neck.

Deadshot (Floyd Lawton) | Originally of a wealthy family, Floyd became the world’s deadliest marksman after accidentally killing his big brother. A highly-priced assassin, he’s clashed with the likes of Batman and Green Arrow. Having been a member of the Suicide Squad for quite some time, he’s been tasked with bringing in any unregistered heroes.

Captain Boomerang (Digger Harkness) | Born into poverty, George “Digger” Harkness took up a life of crime after a life of poverty in the Australian outback. An expert with boomerangs, he moved to Central City, where he frequently clashed with the Flash, both with the Rogues and without. Digger is tasked with apprehending unregistered heroes, his duty as a member of the Suicide Squad.

Reverse Flash (Eobard Thawne) | Born in the 25th Century, Eobard developed an unhealthy obsession for the second Flash, Barry Allen. After replicating the accident that gave Barry his powers, Eobard travelled back in time to the 21st Century in the hopes of becoming his ally. However, he soon learned that he was destined to become his worst enemy: the Reverse Flash. Driven mad by this revelation, Thawne began his centuries-long vendetta against the Allens, travelling back in time to murder Barry’s mother, Nora. Incarcerated in Belle Reve after his latest battle with Barry, he was made a member of the Suicide Squad, tasked with bringing in any heroes who remain unregistered.

Electrocutioner (Lester Buchinsky) | Becoming Electrocutioner following his brother’s death, Lester wears a pair of gauntlets that allow him to generate electricity from his hands. Working as a mercenary, he was responsible for planting the devices that destroyed Star City. Beaten to near death by Green Arrow and Speedy, he was taken to Belle Reve, where Amanda Waller recruited him to the Suicide Squad.

Killer Frost (Louise Lincoln) | A colleague of the original Killer Frost, Louise replicated the experiment that gave her her powers following her death. Becoming the new Killer Frost, she was just as ruthless as her predecessor, becoming a formidable enemy of Firestorm’s. She is currently a member of the Suicide Squad, tasked with apprehending unregistered heroes.

Multiplex (Danton Black) | Caught in the explosion that merged Ronnie Raymond and Martin Stein, Danton Black gained the ability to create near-perfect copies of himself, which he calls duploids. He became one of the first criminals to face Firestorm, motivated primarily by revenge and money. He is now a member of the Suicide Squad, a position agreed upon in exchange for a pardon for his crimes.

Deathstroke (Slade Wilson) | A former soldier in the US Special Forces, Slade volunteered for an experiment that saw his physical capabilities enhanced to near superhuman levels. Turning to killing for money, he became one of the world’s most highly sought after assassins, at one point taking on the Justice League and very nearly beating them. Independent of the Suicide Squad, Slade was hired by Amanda Waller to help in the hunt for unregistered heroes. Motivated only by money, nothing but his paycheck is stopping him from ceasing all involvement in the upcoming conflict.

Batman (Bruce Wayne) | The son of billionaire philanthropists Thomas and Martha Wayne, Bruce witnessed his parents’ deaths at the age of eight when they were gunned down in front of him. Vowing to rid Gotham of the evil that took away his parents, he trained for many years before coming back to his city, debuting on the streets as Batman, a name that has become synonymous with to the bogeyman among Gotham’s criminals. Given the contempt he holds for the Luthor government and the VRA, it came as no surprise when he went underground, forming what the media has dubbed the Justice Society, the primary team of unregistered heroes.

Green Arrow (Oliver Queen) | After three years stranded on a hellish island, billionaire playboy Oliver Queen returned to Star City a changed man. Donning a hood, bow, and arrows, Oliver took to the streets as Green Arrow, protecting the innocent as the Emerald Archer. Following Star City’s destruction at the hands of Prometheus, Oliver has vowed to kill him – the terror he caused not only ending the lives of over six hundred thousand people, but Oliver’s granddaughter, as well. Despising the VRA and everything it (and President Luthor) stands for, he joined Batman’s Justice Society as the Dark Knight’s second-in-command, Prometheus’ death at the forefront of his mind.

Nightwing (Dick Grayson) | The first Robin, Dick became Batman’s adopted son after his parents were killed while on the trapeze in an “accident”. Becoming Bruce’s sidekick, he took to the streets as Robin for several years before parting ways with his mentor, moving to the city of Blüdhaven and operating as the vigilante, Nightwing. He’s kept in touch with Bruce over the years, assisting him many times over in times of crisis. Holding just as much contempt for the VRA as Batman, Dick joined the Justice Society.

Batgirl (Barbara Gordon) | The daughter of James and Barbara Eileen Gordon, Barbara was enamoured with the idea of being a superhero since her childhood. After Batman’s debut, she was inspired to patrol the streets under her own alias – Batgirl. Coming to work and train alongside Batman and his first Robin, Dick, she came to be one of the Bat Family’s most trusted and cherished members, occasionally engaging in an on-and-off again romance with Dick. After being crippled by the Joker, she spent three years recovering, after which she worked hard to wear her mask again. Much like Bruce and Dick, she views the VRA as an unnecessary, an attempt at control by a man crazed with power.

Black Canary (Dinah Lance) | Following her mother’s footsteps, Dinah trained rigorously under Ted Grant, aka Wildcat, and her mother, also called Dinah, aka the original Black Canary. With the ability to generate a sonic scream, “the Canary Cry”, she took to the streets of Gotham before moving to Star City after entering a relationship with Oliver Queen, the Green Arrow. After years love and heartbreak, the two finally got married – only to face the tragedy of Star City, destroyed. Much like her husband, she views the VRA as a restriction of freedom, holding much contempt for it and its mastermind.

Arsenal (Roy Harper) | Green Arrow’s first sidekick, Roy originally took the name of Speedy, followed by Red Arrow after he left his mentor’s shadow. Keeping in regular contact with Oliver and the rest of Team Arrow, he frequently helped them out in times of need. He had a daughter, Lian, with somewhat reformed assassin, Jade Nguyen. It was he that raised Lian, Jade out of the picture, and he loved her very much – so it’s understandable how torn he was when Lian was killed during Star City’s destruction. Having lost both an arm and a daughter at the hands of Prometheus, he blames the villain for what happened – but perhaps somewhat mistakenly, Speedy for Lian’s death. Out of loyalty to Oliver, Roy joined Batman’s Justice Society.

Green Arrow (Connor Hawke) | Connor is the illegitimate son of Oliver Queen and Sandra Hawke. As a child he had a violent temper, the result of his mother’s marriage to Milo Armitage; unsure what to do with him, Sandra sent him to an ashram monastery in Napa Valley, where he finally met his father at the age of thirteen. Deciding to go to Star City with Oliver instead of returning to his mother, Connor proved his worth on the field, taking the mantle of Red Arrow. During Oliver’s struggle against Komodo and the Outsiders, Connor briefly took over as Green Arrow until his father’s return. He kept the title of Green Arrow from then onwards. Like the rest of Team Arrow, Connor joined the Anti-Regs.

Jefferson Pierce (Black Lightning) | Jefferson was a teacher before he was Black Lightning, and an Olympian before he was a teacher. Protecting Metropolis’ Suicide Slums with his electrokinetic abilities, he worked with many of the Justice League in the past, namely Batman and Green Arrow, and earning the trust of Superman. When he was offered an appointment as President Luthor’s Secretary of Education, Jeff accepted, hoping to keep tabs on the former villain. When he caught wind of the VRA, however, he immediately resigned, going underground with the rest of the newly formed Justice Society.

Red Hood (Jason Todd) | The second person to don the Robin suit, Jason was far more reckless than his predecessor, often disobeying Batman’s orders. Killed by the Joker, he was revived in the Lazarus Pit, sending him mad. He returned to Gotham, dishing out his own lethal brand of justice as the Red Hood. After clashing with both the Bat Family and their rogues for quite some time, he slowly began to reform – but the fact remains that he is a loose cannon. He joined the Anti-Regs, much to the discomfort of others.

Robin (Tim Drake) | Deducing that Bruce Wayne is Batman and Dick Grayson was Robin fairly early on, Tim was always a gifted detective. When Jason died, it was he that sought out Bruce, believing that Batman needed a Robin. So began his career as the Boy Wonder, coming to stand on his own as a very capable crime fighter. A member of the Teen Titans, he joined his mentor’s Justice Society, holding much hate for the VRA.

Speedy (Mia Dearden) | Abused by her father, Mia ran away from home, living on the streets for much of her teens. Pimped out by a man who offered her protection, she once again ran away from a place she called home after he threatened to kill her. Taken in by Oliver Queen, she made it apparent that she wanted to following his footsteps, and after much derision, and the discovery that she’s HIV positive, she finally donned a hood, taking to the streets as Speedy. A member of the Teen Titans, she followed her mentor and her team to the Anti-Regs.

Red Arrow (Emiko Queen) | The daughter of Robert Queen and the assassin, Shado. Stolen as a baby by Simon Lacroix, she lived much of her childhood believing that he was her father. When he and the Outsiders began their war against Green Arrow, she was reunited with her mother and introduced to her brother, Oliver. Armed with the truth, she nearly killed Lacroix, only to be stopped by her brother, who offered her a choice: come with him to Star City, or stay with her mother and the Outsiders. She ultimately chose to go with Oliver, joining Team Arrow, and eventually the Teen Titans, as Red Arrow. She joined the Anti-Regs, sharing Oliver and her teammate’s sentiments on the VRA.

Black Bat (Cassandra Cain) | The daughter of David Cain and Lady Shiva, Cass’ first language was movement, trained in the art of combat and killing from an early age. Horrified by her first kill, she ran away, eventually finding her way to Gotham City, where she became an agent of Barbara Gordon’s, recently Oracle. Gaining both her and Batman’s acceptance, she took up the mantle of Batgirl for a brief period of time before handing it over to Stephanie Brown, instead creating her own hero identity, Black Bat. Like the rest of the Bat Family, she joined the Anti-Regs.

Kid Flash (Bart Allen) | From the future, Bart is Barry Allen’s grandson. Going to the past in order to help people alongside his grandfather, he called himself Impulse, due to his impulsive nature. Upon joining the Teen Titans, he changed his alias to Kid Flash, becoming the second person to go under that name after Wally West. Like the other Titans, he joined the Anti-Regs – going against the people he calls family.

Superboy (Conner Kent) | Conner is the clone of Superman and Lex Luthor, created by Project Cadmus in order to replace Superman in the event of his death. Rescued by the Titans as they investigated Cadmus, he became one of them, inspired by the man whose DNA he’s made up of. After initial uncertainties, he developed strong bonds with Kal and Kara, coming to adopt the Kryptonian name of Kon-El. However, his opinion was stronger than his bonds – so when it came time to choose between registering or not, he chose the latter, joining the Titans in the new Justice Society.

Starfire (Koriand'r) | A Tamaranean princess, Kori was betrayed by her sister, enduring six years of torture at the hands of Tamaran’s invaders, the Citadel. She eventually escaped, finding herself on Earth, where she was taken in by the original Teen Titans, led by Dick Grayson. Over the years she worked together with the Titans, even becoming romantically involved with Dick. Upon the disbandment of the original team, she helped Beast Boy and Cyborg to mentor the new Titans; it was with this team that she sided with the Anti-Regs.

Beast Boy (Garfield Logan) | Plagued by a rare disease called Sakutia from a young age, the cure turn Gar’s skin green and gave him the ability to change into any animal form, both extinct and not. He came to join the original Teen Titans, forming a close friendship with Cyborg. Along with his best friend and Starfire, he mentored the current Teen Titans, and continues to remain with the team. He joined the Anti-Regs, disliking the notion of working for the government, let alone Luthor’s.

Wonder Girl (Cassie Sandsmark) | The daughter of Helena Sandsmark and the Greek god, Zeus, Cassie was granted powers by her father after she expressed her wish to help Wonder Woman, her half-sister, and employer of her mother. Having idolised the original Wonder Girl, the deceased Donna Troy, Cassie became her successor, joining the second iteration of the Teen Titans. Unlike her mentor and half-sister, she wholeheartedly disagrees with the VRA. Despite having had her identity revealed, she refuses to be the government’s pawn.

Cyborg (Victor Stone) | Vic was a gifted athlete born to two scientist parents working in STAR Labs. Neglected by his parents, he fell into the wrong side of the law, accompanied by his best friend, Ron Evers. But everything changed when he was caught in an explosion in STAR Labs, one that claimed the life of his mother and many other scientist. In desperation to save his life, Vic’s father outfitted him with experimental technology of his own design. Now an outcast, Vic found himself abandoning his old life, using his enhancements to fight crime. Joining the original Titans as a way to cope with being an outcast, he’s stayed with the team throughout the years, finding a best friend in Beast Boy and friends for life in both incarnations of the team. He decided to join the Anti-Regs, just like the rest of the Titans.

Raven (Rachel Roth) | The half-breed daughter of Angela Roth and the demon overlord, Trigon, Raven sought the help of the Justice League when she learned that her father planned to invade the mortal realm. Denied on the grounds of her demonic parentage, she instead turned to the first Teen Titans team. With their help, they managed to defeat Trigon and seal him in an interdimensional prison. This cemented her friendship with the team, and she’s stayed with them ever since. Seeing that her friends sided with the Anti-Regs, Raven did the same.

Spoiler (Stephanie Brown) | The daughter of the criminal Cluemaster, Stephanie was furious to learn that her father planned to return to crime after spending most of her childhood in prison. Becoming the vigilante, Spoiler, she went out of her way to leave Batman, Robin (Tim Drake) and the GCPD clues as to his plans and whereabouts. Batman eventually offered to train her, and she accepted, also undergoing training by Batgirl and Robin, the last of which she entered into a romantic relationship with. When Barbara Gordon was paralysed by the Joker, Steph took over as Batgirl after Cassandra Cain for a time before returning to her roots as Spoiler. During her time as Batgirl she formed a very strong friendship with Supergirl, perhaps becoming one of her best friends. Like the rest of the Bat Family, she joined the Anti-Regs and Batman’s Justice Society.

Blue Beetle (Ted Kord) | The second Blue Beetle, Ted is the CEO of Kord Industries, who took up the mantle of the Beetle following the death of the original, Dan Garett. Unable to get the scarab which granted his predecessor’s powers, Ted instead opted to use his own technology to help him fight crime. Best friend to Booster Gold, Ted sees the VRA differently to him, believing it to be completely unnecessary. As such, he joined the Justice Society.

The Flash (Jay Garrick) | The original Flash, Jay gained his powers through an experiment, much like his successor, Barry. Becoming the original Flash, Jay fought crime in Keystone City, while also working with the Justice Society of the seventies. Having been demanded to reveal his identity to the government in the past, Jay is adamantly against the VRA, and as such joined the Anti-Regs.

Wildcat (Ted Grant) | Framed for a crime he didn’t commit, heavyweight boxing champion Ted Grant became Wildcat after he was inspired by the first Green Lantern, Alan Scott. Working in New York City, he came to be a member of the JSA, fighting alongside the man than inspired him. Like Jay, Alan and Kent, he is no stranger to the government demanding to know his identity, and as such he sided with the Anti-Regs.

Green Lantern (Alan Scott) | The first Green Lantern, Alan’s abilities don’t come from a ring of power, but rather from the Starheart, an entity once imprisoned by the Guardians. Influenced by the Starheart’s history, he fashioned a ring that allowed him to tap into its power, adopting the identity of Green Lantern. He became a member of the JSA, the first superhero team, before their disbandment following the government’s push to reveal their identities. His viewpoint hasn’t changed since then, and as such he joined Batman’s new Justice Society.

Green Lantern (Kyle Rayner) | A freelance artist, Kyle was chosen as Green Lantern of Earth after Hal, John and Guy disappeared in a conflict with the Sinestro Corps. He soon proved to be one of the Corps’ best, pushing through such tragedies as his girlfriend’s murder, coming to be just as valuable as the other Lanterns of Sector 2814. Unlike his fellow corpsmen, Kyle disagrees with the Act, and as such joined the Anti-Regs.

Atom (Ryan Choi) | Emigrating to the States following his mother’s death, Ryan took over Ray Palmer’s position at Ivy University – something organised between the two for quite some time. Ray didn’t just leave him his job, however. He also left him his belt – the very thing that helped him become the Atom. Becoming the second Atom, he helped the Justice League on many occasions alongside his mentor. This would, however, change, when differing views drove him to join the Anti-Regs.

Martian Manhunter (J’onn J’onzz) | Surviving a genocide engineered and executed by his brother, J’onn was accidentally sent to Earth when he came into contact with Dr. Saul Erdel’s technology. Convinced by the doctor to become a champion of Earth, J’onn adopted the persona of Martian Manhunter, becoming a founding member of the Justice League. A lover of peace and prosperity, J’onn sees no good coming of the VRA, and has isolated himself and his niece in the Tanami Desert, Australia.

Miss Martian (M’gann M’orzz) | J’onn’s niece, M’gann is a White Martian sent to Earth by her parents in order to protect her from Ma’alefa’ak’s (J’onn’s brother’s) plague. Taken in by her uncle, she became a cherished member of the second Teen Titans. Out of loyalty to J’onn, she agreed to stay out of the coming conflict and come with him to the Tanami Desert.

Firestorm (Ronnie Raymond & Martin Stein) | Football prodigy Ronnie Raymond and scientific genius Martin Stein gained the ability to fuse into the nuclear man, Firestorm, after they were caught in accident that created the Firestorm Matrix. Together they became a widely regarded hero, clashing against the likes of Killer Frost and Multiplex. The two chose to lay low, as a disagreement on whether or not they should register kept them from choosing sides.

Aquaman (Arthur Curry) | Born to Thomas Curry and the queen of Atlantis, Atlanna, Arthur found himself drawn into the submerged world following his father’s death. Following a civil war brought forth by his half-brother, Orm, Arthur became took his rightful place as king of Atlantis, alongside his queen, Mera. Coming to work alongside the Justice League, he found friends in them, proving himself to be a loyal ally. Despite this, his loyalty lies with Atlantis first and foremost, and as such he chose to remain in his kingdom, leaving troubles that come with the VRA to the surface dwellers he calls his friends.

The Green Lantern Corps | Founded by the Guardians of the Universe, the Green Lantern Corps is an intergalactic police force dedicated to the protection of all sentient life. With the exemption of the four human Lanterns, the Guardians forbade the rest of the Corps’ involvement in the VRA and the coming conflict, and as such they remain: neutral.

The Outsiders | A secret society, the Outsiders consists of seven clans: the Arrow (led by Shado), the Axe (led by John Butcher), the Fist (led by Onyx), the Mask (led by the Magus ), the Shield (led by Kodiak), the Sword (led by Katana) and the Spear. An organisation that opts to manipulate events from the shadows, they chose to stay away from the VRA and the trouble it brings – and given their history with Oliver Queen, they have all the more reason to do so.

Black Adam (Teth-Adam) | Teth-Adam was the son of the pharaoh, Ramses II, chosen to become the wizard, Shazam’s, champion. However, after a deal was made with the Egyptian god of chaos, Set, he was bestowed with the powers of the Egyptian gods, corrupting him – sealed away by Shazam for what was supposed to be eternity, he was freed by his descendant, Theo Adam – and began to plot his revenge against the wizard and his second champion: Billy Batson. The ruler of Kahndaq, the VRA is a conflict on foreign soil, and as such does not concern him or his nation. As such, he remains neutral in the affair.

The Joker | The Clown Prince of Crime, Joker has been Batman’s greatest adversary for many years. Thought to be among the most insane of all of humanity, he is currently being held in Gotham’s Arkham Asylum, unable to partake in the coming conflict, even if he wants to.

Prometheus | The man responsible for Star City’s destruction, Prometheus is a wanted man. Using a suit that downloads the knowledge of the Justice Leagues’ abilities and powers, he is able to keep up with and even best the majority of the team – the reason why he had an edge for much of the events leading up to his capture. Given freedom in exchange for a means to halt Star City’s destruction, his whereabouts are unknown.

Lois Lane | Superman’s wife and the Daily Planet’s top reporter, Lois was raised in the military, an upbringing brought forth by being General Sam Lane’s daughter. As a result, she is more than capable of handling herself. Being Clark’s wife, she reluctantly supports the VRA, pushing aside her misgivings about Luthor.

Perry White | The managing editor of the Daily Planet, Perry has known Clark, Lois and Jimmy for a long time. A man who despises Lex Luthor, he doesn’t understand how Superman, of all people, could side with him, nor how Lois could, too. He is firmly against the VRA, bordering on supportive of the Anti-Regs.

Jimmy Olsen | A photographer for the Daily Planet, Jimmy is one of Clark’s best friends. Initially unsure about the VRA, it sat easier with him when Superman registered. Despite this, he’s still on the fence.

Iris West | Barry Allen’s wife, Iris is an incredibly skilled reporter in her own right, writing for Central City’s Picture News. Untrusting of the VRA, and even less so of the Luthor government, Iris reluctantly supported her husband and her nephew, Wally, in registering.

Alfred Pennyworth | A former member of the British Army and MI6, Alfred became the Wayne Family’s butler after he was forced to move to the United States. Following Thomas and Martha Wayne’s murder, he became Bruce’s legal guardian, and has helped him and the Bat Family ever since. Like Bruce, he believes the VRA to be an outrageous abuse of power.
