I just needed your opinion since I am currently working ideas around for our POTC/Black Sails story, which is in "pre-production" at the moment. Currently, I'm doing casting calls for someone to play as a blood-relative to Elizabeth Swann, either as her sister, or her cousin.

Okay. I've decided; Emma Watson as Elizabeth Swann's cousin.

I'm just taking a break from Middle Earth for a little bit until I get the concept of this new story together.
I'm calling it "The Legend of Lady Black" :)

This has been bugging me for some time: Do you think there could be a time where the spirits of Fili and Thorin could appear? Perhaps during the Return of the King where they enter the cursed mountain where the spirits thrive?

That certainly sounds like a cool idea and whilst it would be nice to see them again, even in spirit form. I can just think of one issue, it doesn't exactly suit the group of people, they'd be around. As the mountain of spirits was just filled with criminals and bad men, ect...
