The New Year's storm had come and passed with the fewest casualties to date. Infrastructure of the years had been upgraded, and all emergency response units were waiting in the wings near high risk sites for wildfires, floods, earthquakes, and more. Then came the rebuilding phase. The oldest, least steady buildings that were destroyed, would now become the newest, strongest ones. 

The popular theory has been that Hawaii would see the largest influx of Pokemon, since the seventh generation was based on it. Therefore, all incoming flights for regular civilians had to be closed many months ago. Only official trainers were allowed passage, assuming they would be needed to control the Pokemon population boom. This theory turned out to be mostly true, but towards the end of the month, it became apparent that not ALL Gen 7 Pokemon ended up here... just most.
