Long ago (2037) a reign of nuclear bombs obliterated civilization in a few minutes of blazing horror. It was the end of the world - Doomsday - Skydark. With the first nuclear explosion, the tissue thin tapestry of civilization was ripped apart. The rule of law was replaced overnight with the somber draconian edict of survival of the fittest. Cannibals hunted prey. Cold hearts brutally raided farms. And slavers seized anybody they could as chattel. Electricity was seldom seen. Starvation universal. Rape a daily event. Death the only known means of escape. -paraphrased from James Axler’s Deathlands series intro.

Those were the early days after Skydark. A long time has passed since those dark days and slowly mankind has begun to rise from this dark age. But we have yet a very long way to go. Noone is really sure just how many years have passed since that dark time. But with the fall of civilization humans reverted to older ways of life.

This is the story of an enclave that collected their survivors at their survival bunker just hours before Skydark. The last thing the survivors saw of the surface world in the 21st century were the nuclear mushroom clouds toward Atlanta and Chattanooga. Then their military personnel ordered them down below to secure them for the long sleep of cryogenic suspension.

The style of this RP will be military, with civilian experts. The overall mission is to first run surveillance on survivors, then establish contact, and finally begin restoration of civilization. As one might expect there will be some massive hurdles. First, your supplies are not unlimited. Second, you don’t live forever. The survivors have begun to develop their own civilization and may not like having the status quo interrupted.

Bunker Specs - We will be using a modified Aristocrat bunker.

Many of the variations are bases on technological advances. For example:
The bunker has two 100 MW fusion power plants.
There are as many cryogenic suspension chambers as there are bunks - plus two temporary ones in the sick bay, simple enough for any medtech to use to keep a patient preserved until a real doctor can treat them.

Bunker Personnel will consist of:
Base Command (3 men)

USMC Force Recon Platoon (Deep Recon) (23 men - 90% male)
Platoon Commander
Platoon Sergeant
Platoon Radio Operator
Navy Special Amphibious Reconnaissance Corpsman (SARC)
(SARCs are Navy medics that are trained to the same standard as the rest of the Recon Platoon.)
Platoon Equipment NCO (Rigger/ Armorer)
3 x 6-man Reconnaissance teams

A Reconnaissance team is made up of:
1 x Team Leader (staff sergeant)
1 x Assistant Team Leader (sergeant / staff sergeant)
1 x Radio Operator
1 x Assistant Radio Operator
1 x Slack Man
1 x Point Man

Science and technical personnel (24 - 75% female)
Criteria for these people will be based partly on those of the Andromeda Strain crew. Their skills should be aimed at the ability to rebuild civilization. They will have to deal with an NBR environment, possible countercultures, etc. They will have to be able to find mineral resources, analyze data, etc.

Highly placed in their fields (PhD preferred)

Equipment
Note: I am NOT running a Fallout RP here. Please don’t ask about powered armor, etc. I am listing some advances. It had been 18 years after all. But Fallout is based on a war that starts 40 years later that in this RP. In all honesty, even the lighter gear present in the Enclave will be OP compared to the primitive technology available to those who have survived outside the bunkers. Think bows and arrows, musketeer era, and very rarely Civil War era as being their limits.

Specialized FR Gear
Gen 8 Stealth Suit (would not be used with heavy operator gear (exoskeleton) or rucksack. Rechargeable battery for up to 24 hour use. Min range 7 feet (doesn’t work if someone gets within 7 feet).

Civilian Equipment
Civilians were given little time to go grabbing personal possessions.

Vehicles
There are VTOL RPV’s in the Vehicle Bay.
Diesel Motorcycles
Electric motorcycles
Hybrid Gyrocopters.
2 Bell 722 Airwolf type helicopters (no, nowhere near the performance of the TV fictional Airwolf)
All Terrain SUV’s (civilian, filled with research gear)
Quad Amphibious ATV’s

I’m interested. So we’d be playing as civilian scientists and military staff exclusively? How much control do we have over how this mission is run? Will players who choose CO characters make the overarching decisions or are you as GM gonna control some kind of General figure to make those decisions?

Well, I prefer to leave the Command as NPC's. Essentially they will give missions and rules of engagement...

This Creed should give a good idea how far they will go.
Civilians will have SOME say in matters, but really as experts and mission needs. But if command says they are not expendable - you will have to make the decisions regarding risk. If they get unruly ... well, the mission success comes first.

In other words - Boots on the ground get to determine how it goes down. This is why I prefer the military be Players. I DO have a gunnery sergeant I plan to use. He is VERY young for his rank, but earned every bit of it. His nickname is "Airsoft." He made the mistake of admitting he had played the game during his FR training.

The OTHER positions are a couple of civilians. One is the Gunnery sergeant's younger brother and wife. They are fully competent though. The brother is a former marine who tried to make it through FR training and didn't make it. He became a mercenary asset for the CIA. He was just not the hero's hero that most force recon are. His main asset was his brains.

Early missions will be purely recon with few civilians in tow. The main missions will be to locate human survivors and see what has become of civilization. Side missions will include CBR type samples of the ecology to see how the war affected things.

The early missions are pretty self explanatory as the teams will soon discover signs of civilization.

Edit: Mostly I ant to keep my mucking by CO's to a minimum. Unless there are incidents with misbehavior, of course. (Like some civilian whining ... then maybe a review board later).

The civilians should be professionals. They would be the sort of people you'd collect as experts in TV shows like Threshold, or movies like Andromeda Strain or Arrival. They didn't quite get the best as they had other factors as well, like age and sex ratio. (It turns out that 50 people is the dead minimum to restart civilization.)

I am not dead set of the number 50 either. But they had to be fast. Even in 2019 we are close to fielding hypersonic ICBM's. This is the reason they collected everyone as soon as it looked like the war would go hot.
