Starchild LTD. Is a privately held company founded by Jessica Robin Winchester 4 years ago using funds she earned working for the International Space Agency to create a unique organization that seeks to employ people with Meta Talents in contracts that contain no aggressive use of power as part of the required duties.
What does that mean?
Well it means that Starchild isn't a mercenary, law enforcement or security organization but instead is a group dedicated to the nonviolent use of their power in more positive aspects such as Construction, Rescue and Disaster Recovery. Sure like any good citizens if the members of Starchild witness a crime they may choose to intervene or not and in either case expect the support of it's members and corporate influence in maters public, private or legal.
They do not hunt criminals nor actively patrol with or support law enforcement as a member of Starchild. They do not engage in this as a group and any member who does must win a two thirds approval of the board to remain. If there are more than four votes on the subject of powers used in violence that member will be severed from connection with the corporation.

This is the cornerstone of Starchild and the primary contract for it's founder and supplies a large chunk of the Corporation's Operating Capital.
In the past 4 years Jessica has made 272 Lifts and delivered 11209 metric tons of material to expand the orbital station by over 250 % of it's size before her intervention. Before her appearance the Space Program was suffering a lack of funds and in danger of being little more than a footnote in history. Then with her ability to deliver cargo and personnel at a fraction of the cost as well as an increase in safety.
But her work doesn't stop there for once she's delivered the materials and modules Drifter uses her precision control as a construction engineer. This leaves those personnel aboard the time to conduct research and expand technology and this caused an explosion in space based development.
This is both a disaster prevention, mitigation and navigation on more than 6 rivers world wide to date with it's latest project the Yangtze river
This project concerns the Amazon basin recovery effort and is an international cooperative backed by the Brazilian government. It employs two weather manipulation twins call sign "Fairy Circle" to help control erosion till the new forest's roots can stabilize the soil.
Next is team Fauna made up of Druid, Changling, Pack master and Pagan who monitor the animal populations and work rooting out invasive species.
And covering Botany is Dryad who's ability to speed up the growth of vegetation has proven invaluable.
Starchild is operated like a talent agency / guild which finds work for it's members and supplies any Legal aid those members might need or Public Relations
1: All members have a vote in the operation and code enforcement of the Organization.
2: You must pledge to not engage in active association with any agency that could result in the use of your talents for violence
3: To be a member of Starchild you must be a Meta
4: All active members will surrender 35% minimum of their income to help support the legal, medical and administration. (Drifter donates 75% of her's)
5: Recognize that all members of Starchild are family and treat with respect your fellow Meta

The first Publicly known Meta was Captain Steel a Metamorph who could take on the physical properties of any material he touched. The Incedent was recorded on News reels assembled at the First meetings of the then unnamed United Nations in San Francisco when the area was struck by an Earthquake registering 5.3 on the ricter scale. Captain Steel as he called himself was seen and filmed rescuing people from burning and collapsed buildings. His appearence caused an uproar to say the least and the Captain was swept up by the US government imeaditly.
It was later revealed that in 1946 Meta made up 1 in 250,000,000 till 1958 when that number became 1 in 75,000,000 then once more in 1965 1 in 19,000,000. (The US population is 316 million which means it has at best 17 Meta inside it's border but certian factors have increased it's share to 27) This increase in number resulted in humanity growing more fearful of this new branch of their own race. This fear wasn't helped by the fact that many countries around the world began militarization of Meta within their borders in the early 60s. The world experienced several flash fire wars that involved clashes between beings capable of destruction on a large scale and threatened the safety of the world. It was because of these threats that the UN met and passed the Meta Human acts in 1969 in Baltimore Maraland.
The Meta Human act or Baltimore Treaty views the use of Meta as an act of war comparable to nuclear weapons use and bans their use in military deployment except under direction of the Un's Meta Council. It also addresses the fact that among Meta are those who practice the use of their abilities for criminal intent or military domination and formed provisional command sectors in key positions around the globe to react to such threats.

Then there is the question of treatment of Meta within the League which by the way isn't pleased that Starchild is siphoning off talent
I'm picturing Meta as being Conscripts when they turn 18 and tracked from emergence by the government
Think of the League as the Military, Peace Corps and Red Cross all in one but under control of the UN's Special Board of Meta Affairs
BMA for short tells Meta where they are assigned in the world, where they can live even who they can associate with; Well they did till Jesse and I hope some of the other Characters did the same and Won a case for their freedom.
This is a game set in a time of transition and part of that is that Meta till recently began giving birth to children who emerged during puberty. Up till then Meta were just Genetic sports who couldn't breed true. This scares the hell out of the BMA because it means in a generation Meta could triple or higher in numbers. (The US has a population of 316,000,000 and only 25 are Meta from the last generation and already 7 new Meta have been born of Meta parents)
