The year is 2537, you have found yourself in the middle of the Martian metropolis during the most controversial debate of the decade.

"The outer colonies have wanted independence for decades, It's time they've received it." The Mars ambassador spoke directly at the camera, knowing full well that everyone on mars could hear him. The debate was public, as a way to get the martian citizens on their side.

"We wanted Independence before the covenant began attacking humanity." The outer colony ambassador replied, "to grant it to us now is to deny the responsibilities that were promised since the formation of the alliance." Citizens from across the globe could hear the fear in his voice. The outer colonies won't survive without the Martian central government.

- CODEX UPDATE -

2494 was the year the first outer Martian colony declared their independence. This lead to a movement that spread throughout most of the outer UNSC colonies. The declarations of independence was a direct result of UNSC war crimes surfacing to the public.

Asjada could sense the tension in the people around her. Keeping herself out of the immediatly view of others, the young Jedi was curious, wondering what exactly would be playing out here. Asjada was not one to question the council's wishes, but she wondered what a neophyte like herself would be capable of doing here.

Excalibur, the first of the Tenno, was in the very back of the group that was watching, literally behind the crowd so nobody would pay attention to him. And of course, as usual, he had his blade on his back, and his assault rifle and pistol within arms' reach, just in case. He didn't even seem to care that he was in public. He always kept his weapons with him.

Raul, the Ghoul Ambassador from Eath, decided to step in. "With all due respect Commander Andrew," Raul refering the the UNSC 'Ambassador. "Wouldn't it be in everyone's best interest that the outer colonies stay? Afterall, they provide precious resources to the capital, their conduits have proven themselves to be-"

"Conduits are illegal under Martian Law." The Commander interrupted. "And for good reason too. They are uncontrollable and will cause violence wherever they go, the independence movement is proof of that."

"The movement started because of your war crimes!" The outer Colony ambassador shouted, "You've experimented on conduits and helghans like they were animals! You instigated the wars, not them."

The commander let out a hmph. "Well, If you feel so strongly about it, maybe it's better you do secede. Afterall, if your population can't follow Martian Law, they can't be Martian citizens."

- CODEX UPDATE -

Conduits are viewed differently from region to region. In the Mars Alliance, they are arrested for being too dangerous, and taken in for cruel experimentation. On Helghast, they are killed because they are believed to be inferior. On Earth, they are equal, and make proud soldiers.

The outer colonies of the Martian alliance accept Conduits, valuing them for their courage and super abilities.
