Today is a special day for wizarding children all over the Wizarding Kingdom of Italy, for the thirtieth of August always means the start of classes for all witches and wizards from seven through eighteen years of age, and even those older than that in many cases. This is a special day for you, for you are now old enough to start your magical schooling, and will today be fetched by your new local teacher and brought to their house to learn the basics of what it means to be a witch or a wizard.

You will learn calligraphy, history, etiquette and languages along with more esoterics Runes, Arthmancy and Astronomy this year, and this introductory class will pave the way to whether you will become a fine witch or wizard or an untrained Squib. This stage of your development will be crucial to reach your dreams and earn your place, and so you would do well to be on your best behavior.

This tale will encompass your life, from this day forth to your hopefully fulfilling death, with two main events per year where you will be able to explore both the world, art, magic and yourself as an hopeful Magical Maestro. This kingdom is the last stand of the Old Ways, and with it you shall grow with pride and the notion of Noblesse Oblige, for the hapless muggles are to be protected, not destroyed.

Will you ascend to true nobility, young one ?

Sounds Interesting but it may have to ferment a few before HP fans start to give it serious interest

Hmm.......The purists will raise a fuss but I do have a compromise solution

What if the schooling is more localised, kind of the oneroom school house style with students of all ages and a single teacher teaching just the basics?
The apprenticeship system could be where the students go after a short day at the little school

Hah!
So I was thinking of the city being full of close but exclusive communities, and the Muggleborns having a hard time because of it at first. The schools would start for all seven years old, with very basic things such as magical history and calligraphy, perhaps quickstarting them with runes and Arithmancy as well as Astronomy as well.

Actually more in keeping with the beginning age of students as a whole
I always wondered were all wizarding children Home Schooled to age 11 in the HP world because that's a subject they don't exactly touch on in the books or movies

The school is a place where the bonds of friendship are formed so it is important
What if some do actually go away to the big wizarding schools

In the wizarding world, there are eleven[1] schools for teaching young witches and wizards magic.
The three largest and most-well known schools in Europe are Hogwarts School of Witchcraft and Wizardry, located in Scotland, Beauxbatons Academy of Magic, located in France, and Durmstrang Institute, located in northern Scandinavia. These three schools are connected via a competition known as the Triwizard Tournament, with the winning school getting a trophy to take back home.  Outside of Europe, known general magic schools include Mahoutokoro in Japan, and a Brazilian wizarding school of unknown name.
A Salem Witches' Institute is mentioned in Harry Potter and the Goblet of Fire. However, it is unclear if this is meant to be a wizarding school, or rather some other sort of wizarding institution, such as an American wizarding counterpart to the real-world Women's Institutes.
But these would only be five of them listed and the others are not so where they are and their names left for speculation
But it would be feasible that some would leave to go there because of various reasons Such as parents or lack of being able to gain a position as an apprenticeship

Yeah, that's an idea. Maybe there would be placements in both the "big" schools and rivalry to learn from the more accomplished witch and wizards. This would make for a divergeance from Tutor schooled and Institution schooled wizarding children.

You could say that Italy is a holdout from joining the European common ministry of magic and is under pressure from the rest of the wizarding community to join and give up it's archaic system

It could be the Last Bastion of true Wizard Dueling where it is not against the law for the duel to result in the death of one or both participants if it is a matter of honor

It could also be a place where the Death eaters who escaped the Ministry ran because there is no extradition
Oh and even though those escapees might be powerful and scary in their more civilized lands in Italy they must be careful who they offend because of the extended blood lines and the code of Vendetta which is still practiced there.
The distinction between Pure and Muggle is blurred by the intensive attention to family trees in Italy, a muggle born might be able to be tracked back 1,00 plus years to and old and still existing family of powerful wizards and witches. This means harming someone who is a muggle might still bring down upon the offender the wrath of some family that will see their punishment as a matter of honor
To have Vendetta declared on your person means that till the code is satisfied there is no safe haven even in the lands of the ministry or the new world

Yeesh, scary, but I like it.

Italy could also be one of the foremost in magical portrait making, with a secret technique that would make it so that the portrait's subject would know whatever the portrait saw or heard and vice versa, making it a sort of immortality.

Here's another old concept to show how old the customs of Italy are
Even muggles who aren't related to a wizarding family are protected from this misbehavior of magic born for they still hold titles and claim the control of territory

Noblesse oblige is a French phrase literally meaning "nobility obliges" is still a practice in Italy
It is the concept that nobility extends beyond mere entitlements and requires the person with such status to fulfill social responsibilities, particularly in leadership roles.

Whoever claims to be noble must conduct himself nobly.
(Figuratively) One must act in a fashion that conforms to one's position, and with the reputation that one has earned.

With wealth, power, and prestige come responsibilities and applied more broadly to suggest a general obligation for the more fortunate to help the less fortunate.

In ethical discussion, it is sometimes used to summarize a moral economy wherein privilege must be balanced by duty towards those who lack such privilege or who cannot perform such duty. Finally, it is used primarily to refer to public responsibilities of the magically gifted rich, and powerful, notably to provide good examples of behavior or to exceed minimal standards of decency.

As you can see the system would be very complex and filled with pitfalls for the outsider.

Not to worry, I like it :)!

There would be the royalty, nobility, bourgeoisie, merchant class, artisant class and finaly the peasantry as far as social classes goes, each having an obligation to provide to both the kingdom as a whole and those of lesser status. I see them as having a Magical royal family as well.
