Seeing as they showed up anyway in RL, I think it's to be expected that they'd show interest in showing up. I think accepting their aid will merely strengthen the Anti-European and Anti-EverythingNotChinese sentiment of the Chinese people. Unless you feel like you really can't put the rebellion down on your own, I'd kindly decline Russia's magnanimous offer to become involved in Chinese affairs, before everyone else jumps onto the wagon :) Or at least set some conditions on what they can and can't do on Chinese soil.

The Eight Nation Alliance showed up because of the Qing Empire's support of the Boxer Rebellion. Should the Qing actively suppress it, I imagine Europe would be a lot less interested.

Most likely, I'll offer a counter-proposal of simply arming/supplying the Qing Empire rather than direct intervention, but I'll wait until at least Great Britain and France have replied.

As for the Qing itself, I don't have any intention of saving it. Naturally, the Empress wants to keep it alive, but I don't have any long-term ambition to maintain the Qing Empire, no.
