He's giving Roxy a bear hug, and holding on tight. He's hoping to get to her before she realizes what he's doing so he can pin her arms between them, so he doesn't have to deal with them flailing about and beating his back/sides/neck while he's forcibly maintaining physical contact, and a great deal of it, with her since he knows she doesn't like being touched. The hug itself isn't rough, or intentionally pain inducing, just tight and unyielding.
