Erm, I will be honest. With the ice powers you could already raise Ice to block bullets. That kind of makes the reflexes seem kind of unnecessary.

Ok, everything looks good with your CS except

Fungal Spreader: Doomborg can release posionous spores that targets the nervous system, causing short term paralysis if exposed, or death if prolonged. Doomborg has learned to control the level of toxicity, can relase or hold it back at will, can increase fungus growth and render the toxin non-lethal but still retain its stunning effect. He can accelerate the growth of his fungi to the point where they reach maturaty in a matter of seconds and then can release more spores. This fungi can survive even the vacuum of space, but withers in places with high tempretures like hot deserts. He can also use the fungi to regenerate any injuries inflicted to him.

Every thing else about it is OK, but that in particular has some pretty interesting implications. From how you have it sounding, it seems like your person could effectively be nigh invulnerable within a matter of seconds.

Now if that's not what you intended, that's fine. But the implication is there, so perhaps you could balance it out a bit?

Perhaps making it only regenerate surface wounds?
