I'd call that a pretty clear advantage in favor of the Reformists.
Think aftermath if all this. There's no way the reformist win. They drop that building, how many people would be hurt? Plus one could make a case Olivia started this whole thing when she went down there. Plus they had two major members of the leadership damn near killed for foolishness. Lancaster and Jaden seem to be doing fine last I checked. Even if you said they started it, most all of this could be have been avoided. Unless the reformist get the girl and something else this is a loss for them.
The underground, even if the get their ass handed to them and keep the girl. They still win. They should have learned more from the attack than the Reformists. It also seems like the underground had a counter or answer for everything the Reformists threw at them.
I don't know where this story goes after this but the Reformists come out on the losing end of this battle. But in fairness I can come up with more reasons why the Reformists lost than reason the underground won.
