Hm. I think that's part of the treaty. I just read through the lore - it seems to be possible for a mage to put in a complaint or request removal from a given vampire's "service", though difficult and uncommon.

Edit: But I would like to know what happens to mages who refuse to give blood in any way whatsoever.

Sounds like their defeats were due in part to their lack of experience with magic. Perhaps nonmagical humans would have fared better were they not leaning on the hope that magic would save them. War and threat of extinction tends to cause massive technological leaps, after all.

Edit: At my college, there was a pretty huge orientation. Granted, it was also a couple months before the autumn semester started up. Had another orientation at the university before that too. I think they're generally optional. Might not be so optional here.
