Foulois Accord


After the recent actions of the Tyro-Antari government against the Estalians on the small chain of Islands known as the Koringas Islands, discussion over who should own the predominantly Estalian Islands was brought into question. With an invitation to the Foulois Accords King Arnold Von Titanus called a meeting with a group of foreign advisors on the position that they should take.

Thirty six of the fifty possible advisors made way into the council room, it was not entirely uncommon for members to be missing. “Greetings gentlemen, I have called this meeting to discuss our current position in the Foulois Accord. Two of our rivals have been interlocked into a conflict over the Koringas and thus are seeking a diplomatic solution to the issue. Seeking neither of our potential enemies getting too strong the in the region I am seeking potential solutions to the problem at hand.”

An older gentleman and former General in the Blutlander Army during the war of Seven Kings spoke up “My lord, with the utmost respect I would rather die than see the damned Tyrians gain a single ounce of territory after so long oppressing our peoples. I say let the Estalians be ruled by Estalians like so many Blutlanders asked for nearly ten years ago.” Many shouted in agreement. The vulgar insults towards the Tyrians muffled by the shouts of support for the idea.

Somewhat controversially another man spoke up, a noble from the north from what was once known as the Duchy of Feuer, named Nikolaus Berkel, a former general for the Tyro-Antari who gained recognition for having his men turn on Duke Christoph III during the battle of Schwarz Bridge, thus earning a place as a high ranking noblemen within the Blutlander court once the war was over. “While I feel sympathy for the Estalians, they themselves do not hold Blutland in high recognition either, should we really be so quick to concede the entire Island to them? I say we split it between our two foes possibly turning them on eachother rather than ourselves.” Nods of recognition to the idea was given, however many advisors were displeased with the idea.

“So we let the Tyro-Antarians simply waltz into whatever land they please and claim it as their own? At this rate we might as well cede the entire kingdom of them as well. Not a single inch. That is what we were told during the war. Do you understand the meaning of those words Mr.Berkel? It means we don’t let give a damn inch of land to the Tyrians even if it means every last one of us lay dead on the ground. I refuse to accept giving them anything.” Victor Von Klienelseut shouted, cousin of the former king of Klienelseut, Duke Eduard II, he fought alongside his men on the battlefield as an enlisted infantryman. Not only did it help boost morale, but the prestige of his family house as well.

King Arnold Von Titanus, had given thorough thought on both sides of the argument presented. “While I do not like the rather distasteful attitude towards our nation by our cousins in the east I do feel that it would only be hippocritical of our people to turn our backs on the voice of the Estalians living in the Koringas Islands. Thus I shall propose that we send our diplomates with the intention of supporting the Estalians and whatever solution they bring. We do not want to sound too aggressive if the Estalians themselves do not wish to take the Island under their banner, but if they so chose then we shall support them in every way possible.”

Some grumbles could be heard in the council chamber, however many left with stern nods of approval. The king himself was still not entirely sure if this was the correct course of action, however he felt that it stood as a testament of his people's faith in their right to exist as a single unified people and their ambitions to fully liberate those still under Tyro-Antari rule and refer to themselves as citizens of Blutland.

Several hours after the council meeting was held, King Arnold von Titanus had selected five diplomats to travel to the Foulois Accord in his name under the conditions of working with the Estalians. The first diplomat was Klaus Ritschel, a rather young gentlemen at the age of twenty nine he had served in the 10th Blutlander Artillery Regiment during the war and had made a name for himself in politics working as a foreign diplomat and helping establish ties with foreign nations when Blutland officially announced its unionification. Wolf Schau was an easy second choice, easily the most experienced of the five he had severed as a diplomatic envoy for the Duchy of Vergesen to the Kingdom of Siedort when asking for assistance against the Tyrians, though he holds no anger towards them directly. Next was Roman Hettinger, a gentlemen raised by a small yet wealthy family in what was once known as the Kingdom of Klieneleut he sported a rather extravagant uniform and top hat, a man whose style matched his way with words. Peter Fleischmann was selected due to his close friendship with King Arnold von Titanus’ cousin Woldemar von Mummert, not truly being that outstanding in the world of politics but he certainly knew people in high places. Lastly was Hinrich Schantz, a rather old gentleman who once served as an advisor for King Arnold von Titanus before the unification of Blutland, he had thus began his service as a diplomat shortly after the war.

Fledgling Navy

After the war of seven kings the Blutland navy was lackluster to say the least, consisting mostly of out of date ironclads, commerce raiders, and other out of date technology, reconstruction of the once grand coalition fleet has begun. After years of budget delays due to rebuilding the war torn north, the king has decided the time has begun to focus on the country's military needs as well. One of the first ships of many to be built include the Blutlandia, a top of the line dreadnought expected to be the first of many ships to help protect anything from Blutland’s coasts to its overseas interests.

The planned construction of the Blutlandia had begun sometime last year, and is expected to be fully operational by the summer of 1910 alongside a single light cruiser, the Totermaan, and four destroyers, the Kleinerjunge, the Liebesmaschine, the Grobershlag, and the Herzog. Mike Schulz, future captain of the Blutlandia was quoted saying “The construction of the Blutlandia is the first step towards establishing Blutland as a world power.”

Mike Spitzer of the Spitzer and Franz Shipping has also stated “Me and Stephan couldn’t be happier working with our king to construct a fleet comparable to our cousins to the East. My son fought and died fighting for the freedom of Blutland and I feel as though this is also my way of honoring him.” Our reporters were unfortunately unable to interview Stephan Franz on his opinion of the move, however reports say that he couldn’t be happier with the current contract set up between their company and Blutland.

Terrorists executed

On March 16th 14:00 Centran Standard, a man named Laurenz Katzen was arrested after holding a group of nearly forty people hostage at a train station and killing three security guards on duty. The man claimed to be the voice of the revolution and that the day marked the end of “corrupt and capitalistic society”. After an hour of demanding the people join him in revolution and calling for the death of King Arnold von Titanus police stormed the building.

Unfortunately during the ensuing firefight the man had killed nearly ten hostages before finally being captured. The next day on March 17th 8:00 marked the time when Katzen was hauled out of his small prison. According to eyewitness reports he was severely bruised and missing an eye, shortly before being blindfold, put up against a wall, and executed on the spot.

Some have argued that he should have been given a trial as a citizen of Blutland, and that the execution was a violation of his rights, however Captain Niko Wittgenstein, the police captain in charge of his execution, stated “According to Blutlandic law an enemy of the state is to be executed without trial or jury. The man called for the head of our King and those who serve him, he couldn’t have fit the bill better.” This did not stop the ensuing protest of nearly twenty people, however police were able to control the situation and disperse the crowd.

Colonial Garrison increased

After recent debate over increasing the already substantial garrison of men in the Serranthian colony, King Arnold von Titanus has issued a command to almost double its size. An increase from the rather substantial 50,000 men to nearly 100,000 men stationed within the colony. He claimed that the territory was “simply too large to have such a meager force defending it, and with Estalians, Zellonians, and Tyro-Antarians breathing down our back looking for a slice of the pie we can not trust to keep such a small force there.”

Some have argued that this is a rather aggressive act by the nation to establish its control over the native populations of Serranthia, however King Arnold von Titanus did not make a comment in regards to the issue.

Nation's Government: The people of Blutland are a traditional monarchy where the ultimately the kings word is law. However, though reluctant to do so, the king has relinquished some of his power to the noblemen whom elect fifty men among themselves to represent the people and advise the king in matters of law, war, trade, and various other aspects.

Nation's Description: Blutland once compromised of several small kingdoms and duchies found themselves in a constant state of war between themselves and outside forces. It was not until the war of seven kings nearly eight years ago, where the kingdom of Siedeort and her two allies the Duchy of Vergesen and the Kingdom of Klieneleut fought against the Tyro-Antari Empire and its puppet states. The war was long and bloody, but by winter the Kingdom of Siedeort had pushed back Tyro-Antari forces behind the river. Both sides weary of crossing, decided to agree to a status quo, where the Kingdom of Siedeort kept all land gained. It was not long until the two kingdoms and duchy decided to unite under a single strong ruler, electing King Arnold Von Titanus, former king of Siedeort to take the throne. As composition both the Kingdom of Klieneleut and Duchy of Vergesen where granted semi-autonomous status. However after a series of reforms, that has been slowly stripped away.

Culture: The people of Blutland, while sharing common culture, have long since been independent from one another or have been placed under foreign rule. The Southern half of Blutland prides itself in its literacy and industrialization in comparison to their recently conquered northern brethren. However after the war of seven kings a modernization program has been put in place to educate the populous and to quell any Tyro-Antari minorities.

Military: It is considered a honor to serve in the Blutland military, a tradition carried on from the Kingdom of Siedort. Men are required to sign up for the military draft between the ages of 18-21 and serve a minimum of a year in the military.

Geography: Blutland is a rather flat country to the south and is filled with many plains and rivers, while to the north it is filled with many hills and a large mountain range extending across the northern border, until about halfway to the beginning of the Blutig River (River between Tyron-Antari and Blutland.)

Magic is still supposed to be very, very rare. Powerful, but rare. I agree that we should reel it back a bit and remember that. But as long as everyone understands that mages are rare, and that every nation (even the Drathan Union) is made up mostly of regular people, we'll be fine. So yeah, just remember that mages are a very, very small minority of the population, even in places where they are in power, like the Drathan Union.


I feel as though since I'm one of those nations with a mages in power I should mention that the circle of magi though entirely made up of mages consists of only three individuals currently and have dwindled in size greatly over the years and to not worry about me going full on "secret order of several different mages".

The Islands of Thio Thijan

Government

Each Island within the Islands of Thio Thijan rule themselves semi-independently of eachother, united only under the rule of the Prophet and Circle of Magi. Though neither the Prophet or the Circle of Magi administer direct rule over the three Islands, they do set certain religious laws and practices, as well as if the time comes unite the three Islands together in name of holy war. This however is a rare circumstance.

The first and largest Island named Treyc Thijan is a semi-autonomous nation ruled under and administered by the city state Oculus. A direct democracy it hold votes that each citizen is required to partake in once every other week and can include topics such as trade, taxes, and laws. Due to its strict definition of citizenship, to be considered eligible to vote you must be born in the city of Oculus, have lived in the city until adulthood (considered to be 20 years), must not be in servitude or indebted to another man. If you are convicted of a crime or enough people deem you to be unpopular enough, you may even have your citizenship revoked.

The second largest Island Triyjan Thijan is ruled under a semi-autonomous city state called Espeya. Rule is often determined by the strongest warrior, often times leading to the current ruler being challenged to single handed combat if seen to have grown weak and incapable of rule. The current ruler Stasimus was recently crowned two years ago after overthrowing the previous king Dionysius “The Strong” after challenging him during the blood games. The battle lasting only thirty seconds rumors have spread questioning the legitimacy of the match. Though their rule is often cemented once they claim victory, it is common tradition for the ruler to elect a “battle brother” one whom he sees as a worthy ally in combat and advisor in topics foreign to himself. Though technically legal, the act of challenging the current ruler as a battle brother is seen as disgraceful by the people and has only happened twice in the history of the Island.

The smallest, yet fairly populous island of Vubral Thijan is a completely autonomous island city state ruled under a republic. Each landed citizen of the city state of Stoc Prines is eligible to vote for a representative of their district, the southern district, the port district, the trade district, the north district, west district, and center district. Then each representative votes on matters they believe represent the people of the district the best, alongside a governor whom is elected by each district representative.
Though each island is autonomous in its own right, they each have a what is called “the council of three”, a fairly large body of representatives and people built to discuss trade, laws, and various other actions involving the three islands. Though their strongest symbol of unity is through the Prophet himself, the counsel of three has taken great strides towards unifying the three once separate city states.

Faction Species

The Islands of Thio Thijan is home to a wide variety of humans and abhumans who are willing to dedicate themselves to the old ones, along with beastkin who are commonly used as slaves. Though rare even in Thio Thijan, seeing the occasional Sphinx is not entirely impossible. Many members of the circle of Magi even carry a few themselves.

Faction Religion/Ideology

The religion of The Islands of Thio Thijan traces itself back several thousand years, to the first arrival of the old ones onto the continent of Azoth. The land was corrupt and bleeding, creatures of detestable beliefs and practices ran rampant throughout the lands and so it was conquered. It was not long before the Old Ones managed to take the entirety of the continent, though the exact date of which they reached the most northern of corners of the world is unknown to historians, what is known is that soon they settled. It was then that they began to civilize the native populations of the Nry’kiin and either introduced or created humanity. The exact details have yet to be revealed by the Prophet himself.

Soon began the time of gods. The land was beautiful, rich, man did not fear of the poison of Icor or the influence of the red gods. It was a time filled with peace and contentment. Historians place this time to have lasted almost two thousand years. However, as the peace and contentment grew, so did the sins of man. The “red gods” as many heathen refer to them, creatures of hate and suffering began to infect the world with icor, mutating and cursing the human populations.

The old ones, detested by man's addiction by such substances abandoned Azoth, returning to the land of gods, leaving behind those whom they believed have sinned. Scorning their terrible practices. However, in the year of the setting sun 7,600 the Prophet arrived and granted the Islands of Thio Thijan with the thirteen commandments of the old ones along with the promise of their eventual return.

It was when he gave these thirteen commandments that he established the Circle of Magi, a group of powerful mages who are given the authority of enforcing the word of the old ones. Those who betray the words of the gods are tried to the fullest extent, often times facing punishment such as mutilation, execution, exile, or even death.

Important Holdings/Territory/Possessions

Oculus

The largest and most populous city in the Islands of Thio Thijan at around 60,000 inhabitants, it is located on the largest Island of the three, Treyc Thijan. Built upon the ruins of an Old One city, many of the buildings date back to times unknown and as a result gives the city a distinct beauty unseen in many parts of the world. Due to being arguably the largest and most powerful of the three factions and its religious significance, it finds itself in the rather strange position of holding the most power within the council of three. It also administers several different important locations on the Island including the Ruins of Naal Sconga and the growing port town of Eplye arguably making it the closest to a nation before the Prophet unified the three islands and established the council of three and circle of magi.

Stoc Prines

Stoc Prines is located on the smallest of the three Islands, Vubral Thijan, but boasts the second largest and most ethnically diverse populations at nearly 30,000 inhabitants. Due to its popularity as a trade city and its immense shipyard it is home to nearly 3/4ths of the entirety of Thio Thijans fleet. Due to its rather distinct culture and people, it has resisted many of the laws and pushes for unification by the counsel of three, arguing that it would diminish the great deal of wealth that they have grown over the many years as a trade hub.

Espeya

Located on the second largest Island named Triyjan Thijan is the city of Espeya. Though the city has only 20,000 inhabitants, its people are highly militarized and serve as the majority of the warriors within the Islands of Thio Thijan. The people follow what they believe to be is the honorable military tradition of the old ones. Ruled only by the strongest, becoming a warrior in their society is considered one of the greatest honors known to man, second only to becoming a general. Renown for the legendary Blood Games. A two month long tournament between the best warriors in the world to fight in the name of both honor and glory, whether they be beastkin, Nyr’kiin, abhumans, or human. One of the few traditions held on to before their enlightenment by the Prophet, it takes place in the “arena of bones”.

Agrar Fortress

A large fortress on the mainland coast of the Meridion it holds the honorable distinction of being the only locations being governed by the council of three, rather than one of the three Islands. Heavily defended by nearly 1500 Espeyan elite equipped with Archeo-tech and some 4 Varrod League cannons. It is often times considered an honor to serve within the walls of Agrar, it is certainly one of the most dangerous locations due to constantly having to defend itself against things such as hordes of Beastkin, red-gods, and other demonic activity.

Heald mostly due to it’s strategic purposes, it serves as a port for mainland expeditions to move through, as well as a location to import various native species of the Meridion, such as the Brouji, a large four legged lizard species roughly the size of a horse that feeds off small animals and birds, who are often used to carry people and goods across the wastes.

The Ruins of Naal Sconga

Naal Sconga was a large city built by the old ones, much like the city of Oculus, however it has degraded severely in comparison to its neighbor in the south. Now mostly used as a location to study by various scholars and priests who make up the majority population of the former city. It is also the location of the great library. An ancient Old One library relatively untouched by time, said to contain the text that predicts the return of the old ones.

The ruins hold the distinction of being held and controlled almost directly by The Prophet and the Circle of Magi. Though the city of Oculus officially administers it, the ruins are under the Prophet’s complete control.

The port town of Eplye

Though relatively small at only 2 thousand residents, it is a growing port city in the south of Oculus. Popular among many as being the home of Sylf, a rare spice that grows exclusively to the southern part of the island that acts as a hallucinogenic. Trade has been strictly limited in regard of selling it to outside nations. The city having been established only 20 years ago, it is believed that it was built by the City of Oculus purely to curb the desire to remain autonomous in the city state of Stoc Prines.

I don't see a dragon, however if you look at the white sea it does look like a pig in the fetal position.
